71-Year-Old Bicyclist Seriously Injured After Being Struck by SUV at Apple Valley Intersection; Driver Cited

APPLE VALLEY, MINNESOTA - A 71-year-old bicyclist was seriously injured Monday morning, October 5, 2026, after being struck by an SUV while traveling through a signal-controlled intersection in Apple Valley, according to a crash report obtained by Limitless Media News from the Apple Valley Police Department.

The collision occurred at approximately 11:50 a.m. at the intersection of Galaxie Avenue and McAndrews Road (County State Aid Highway 38). Investigators determined that the SUV driver was attempting to make a left turn when the vehicle struck the bicyclist, who was traveling through the intersection with a green traffic signal. According to the Minnesota Department of Public Safety crash report, the crash involved a blue 2013 Honda CR-V driven by a 28-year-old man from Minneapolis and a 71-year-old male bicyclist from Apple Valley.

Driver Attempted Left Turn Before Striking Bicyclist

Investigators reported that the Honda CR-V was traveling southbound on Galaxie Avenue in the designated left-turn lane, preparing to turn eastbound onto McAndrews Road. According to the report, the driver told police he checked whether the lane was clear before making the turn. However, while making the turn, the SUV struck the bicyclist, who was traveling northbound on Galaxie Avenue through the intersection.

Police reported that the bicyclist had entered the intersection with a green traffic signal and was riding in the roadway at the time of the collision. The driver told investigators he did not know how fast he was traveling when the crash occurred. He also could not recall the status of the traffic signal when he began turning left, according to the report. The collision occurred as the SUV crossed the northbound bicyclist's path.

Bicyclist Sustained Suspected Serious Injuries

The 71-year-old bicyclist sustained injuries classified by investigators as suspected serious injuries, according to the crash report. Allina Health Emergency Medical Services responded and transported the bicyclist by ground ambulance from the scene for medical treatment. The report indicates the bicyclist was wearing a helmet at the time of the collision. The report did not provide his condition after transport or the specific nature of his injuries.

Police said the 28-year-old SUV driver was not injured in the collision. The report also indicates the driver was wearing his lap and shoulder seat belt, and the SUV's airbags did not deploy. Police classified the damage to the Honda CR-V as minor, and the vehicle did not require towing.

Police Identify Potential Video Evidence

As part of the investigation, Apple Valley Police identified a potential source of video evidence involving a Minnesota Valley Transit Authority (MVTA) bus. According to the crash report, an MVTA bus was traveling eastbound on McAndrews Road after turning from northbound Galaxie Avenue around the time of the collision.

Investigators noted that cameras aboard the bus could potentially have captured the crash. However, the report does not indicate whether police obtained or reviewed any bus footage. Police also documented that no other witnesses at the scene reported observing the collision itself, although individuals were present who had witnessed the aftermath.

The report indicates officers took photographs as part of the crash investigation.

SUV Driver Cited for Failure to Yield Right-of-Way

Following the investigation, Apple Valley Police cited the 28-year-old SUV driver for failure to yield the right-of-way, a violation of Minnesota Statute 169.20, subdivision 2. The statute addresses right-of-way requirements for drivers turning left at intersections, including the obligation to yield to vehicles approaching from the opposite direction when they are within the intersection or close enough to constitute an immediate hazard.

Police identified failure to yield the right-of-way as a contributing factor in the collision. The crash report does not identify speeding, distracted driving, or impairment as contributing factors.

Investigators documented that both the driver and bicyclist appeared to be in normal physical condition, with no apparent indication of alcohol or drug impairment. The crash occurred during daylight hours in clear weather. The roadway was dry, and the intersection's traffic control signals were operational, according to the report.
