Rosemount Woman is Facing Felony Fleeing Charges After Police Pursuit in Apple Valley

APPLE VALLEY, MINNESOTA—A Rosemount woman is facing a felony charge after allegedly leading Apple Valley police on a high-speed pursuit in a stolen vehicle on Thursday, November 20, 2025, according to a criminal complaint filed in Dakota County District Court.
Amina Hassan Rooble, 29, of Rosemount, has been charged with Felony Fleeing a Peace Officer in a Motor Vehicle, a crime that carries a maximum penalty of up to three years and one day in prison and a fine of up to $5,000.
Incident Began as a Reported Theft
According to the complaint, Apple Valley officers were dispatched to the Target store off Cedar Avenue regarding an alleged theft. Dispatch advised that a female suspect had taken merchandise and fled in a silver Subaru, bearing a Minnesota license plate. An officer quickly located the vehicle and attempted a traffic stop, activating emergency lights and sirens. Instead of stopping, the driver, later identified as Rooble, allegedly accelerated to speeds exceeding 90 mph, weaving through traffic and continuing south onto Johnny Cake Ridge Road.
Police say the pursuit became too dangerous due to moderate traffic, prompting the officer to disengage for public safety.
Vehicle Located Abandoned Near Cobblestone Lake
Another officer later spotted the Subaru turning into a nearby residential neighborhood. Police searched the area and soon found the vehicle, abandoned but still running, near Cobblestone Lake in Apple Valley. Officers canvassed the neighborhood and spoke with witnesses who reported seeing the suspect fleeing on foot. Officers located the woman shortly afterward and identified her as Rooble.
Investigators later determined that the Subaru had been reported stolen out of Columbia Heights, adding another layer to the incident.
Post-Arrest Admission
Rooble was taken into custody and provided a statement after being read her Miranda rights. According to the complaint, she admitted to stealing items from the store and acknowledged fleeing from police, claiming she panicked when she saw the squad car behind her.
The complaint also notes that Rooble told officers she had used methamphetamine earlier that day.
Bail and Court Hearings
Rooble made her first court appearance on November 21, at which the prosecution requested bail of $40,000, either with or without conditions, or $20,000 with conditions. Court records show Rooble also has multiple outstanding warrants in Hennepin County, which prosecutors argued makes bail necessary to ensure she appears for future hearings and to protect public safety. Court records show that the judge ultimately set bail at $40,000, with no conditions, and at $0, with conditions, which means she will likely be released with conditions.
