Two Charged With Felony Theft After Allegedly Stealing More Than $2,100 in Perfume From Apple Valley Ulta Beauty

Published: October 20, 2026

APPLE VALLEY, MINNESOTA: Two Twin Cities residents are facing felony theft charges in Dakota County after authorities say they worked together to steal more than $2,100 worth of perfume from an Ulta Beauty store in Apple Valley earlier this summer.

Raven Kimo Martinez, 34, of Maplewood, and Kimberly Nicole Burmeister, 32, of Roseville, have each been charged with one count of felony theft involving property valued between $1,000 and $5,000 in connection with the July 24, 2026, incident. According to separate criminal complaints filed in Dakota County District Court, the pair allegedly selected and concealed 13 bottles of perfume before leaving the Ulta Beauty store on Florence Trail without paying.

The stolen fragrances had a combined retail value of $2,189, investigators said.

Surveillance Footage Allegedly Captured Coordinated Theft

The investigation began on July 25, 2026, when officers with the Apple Valley Police Department responded to the Ulta Beauty store after a report of shoplifting the previous day.

According to the criminal complaints, a store manager provided responding officers with surveillance footage documenting the alleged theft. Investigators reportedly reviewed the video and observed Burmeister moving through the store's perfume section and selecting several bottles of fragrance. Martinez was also allegedly captured on surveillance video selecting additional perfume bottles and placing them on Burmeister's person.

The complaints describe the two individuals working together to gather and conceal the merchandise while inside the store. After collecting the fragrances, Martinez and Burmeister allegedly exited the business without attempting to pay for any of the concealed items.

Store officials determined that 13 bottles of perfume were taken, with the total loss estimated at $2,189.

Both Defendants Face Felony Theft Charges

Following the investigation, prosecutors with the Dakota County Attorney's Office filed separate criminal cases against Martinez and Burmeister. Each defendant faces one count of felony theft under Minnesota Statute 609.52, subdivision 2(a)(1), which prohibits intentionally taking or retaining another person's property without consent and with the intent to permanently deprive the owner of that property. Because the alleged value of the stolen merchandise exceeds $1,000 but does not exceed $5,000, Minnesota law classifies the offenses as felonies.

If convicted, each defendant could face a maximum sentence of five years in prison, a fine of up to $10,000, or both. Although the defendants are charged separately, both cases stem from the same alleged shoplifting incident.

Prosecutors Requested Bail and Restrictions on Entering Ulta Beauty

Court documents dated September 22, 2026, show that the Dakota County Attorney's Office submitted identical bail requests for both defendants. Prosecutors requested that bail be set at $5,000 without conditions, or that the defendants be released on their own recognizance (ROR) with several conditions. Release on recognizance generally allows a defendant to remain out of custody without posting monetary bail, provided they agree to comply with court-ordered requirements.

Under the proposed conditions, both Martinez and Burmeister would be required to complete the booking process and would be prohibited from entering Ulta Beauty. Prosecutors also requested that each defendant remain law-abiding, attend all future court appearances, and keep the court and their attorneys informed of their current addresses.

The exclusion from Ulta Beauty is particularly notable because the alleged theft occurred at one of the retailer's Apple Valley locations. The documents provided are prosecutors' bail requests and do not establish whether a judge ultimately imposed those conditions or ordered either defendant to post bail.

Investigation Led by Apple Valley Police

The Apple Valley Police Department investigated the reported theft after receiving information from store management. According to the criminal complaints, surveillance footage played a central role in documenting the alleged actions of both defendants, including their movements through the perfume section, selecting and concealing merchandise, and leaving the store. The complaints do not specify how investigators identified the defendants, whether they recovered the stolen merchandise, or whether they are investigating additional incidents.

The Dakota County Attorney's Office is prosecuting both cases. Their first court appearances are set for November 3, 2026, at 9 AM in Hastings, Minnesota.

Martinez and Burmeister are presumed innocent unless and until proven guilty in a court of law. The allegations described in the criminal complaints have not been established as fact through a criminal trial
