Bloomington Man Charged With 10 Felonies After Police Report Finding Cocaine, Meth, Ketamine

BLOOMINGTON, MINNESOTA - A warrant has been issued for the arrest of a Bloomington man who is facing 10 felony drug charges after police allegedly recovered cocaine, methamphetamine, ketamine, and prescription controlled substances during an investigation last month.

Benjamin Todd Julen, 29, of Bloomington, was charged in Hennepin County District Court with offenses ranging from first-degree controlled substance sale to fifth-degree controlled substance possession. The charges stem from an investigation on Sept. 3, 2026. A Hennepin County judge signed a warrant for Julen's arrest Monday morning, October 5, ordering that he be apprehended and brought before the court. Court records list bail at $10,000.

Police Allege Suspected Drug Transaction Preceded Search

According to the criminal complaint, Bloomington Police Department officers executed a search warrant at a Bloomington residence on September 3, 2026. Investigators allege officers had previously observed Julen participate in what they believed was a controlled-substance transaction inside his vehicle while it was parked at a nearby business.

Court documents state officers attempted to stop Julen's vehicle by activating their emergency lights and announcing for him to stop. Instead, Julen allegedly drove away at high speed. Officers followed the vehicle to the Bloomington residence and allegedly watched Julen get out and enter the home carrying a green bag.

Cocaine, Methamphetamine, and Ketamine Allegedly Recovered

Police later located the green bag inside the residence, according to the complaint. Investigators said it contained numerous plastic bags containing suspected controlled substances. Testing cited in the complaint allegedly identified:

  • 45.51 grams of cocaine

  • 13.41 grams of methamphetamine

  • 21.64 grams of suspected ketamine

  • One tablet consistent with generic amphetamine

  • Four capsules consistent with Vyvanse, the brand name for lisdexamfetamine dimesylate

The complaint identifies ketamine as a Schedule III controlled substance and hallucinogen under Minnesota law and lisdexamfetamine as a Schedule II controlled substance. Investigators also searched Julen's vehicle, where they allegedly found numerous empty plastic bags and a digital scale containing a white powdery residue.

Phone Allegedly Contained Messages Discussing Drug Sales

Police subsequently obtained another warrant allowing investigators to search Julen's cellphone. According to the complaint, officers discovered what prosecutors described as a large number of messages between Julen and unidentified third parties discussing the sale of controlled substances.

Investigators allege Julen also admitted during a post-Miranda interview that he sold cocaine on September 3rd and sold cocaine on an ongoing basis. Prosecutors allege the suspected transaction, packaging materials, digital scale, cellphone messages, and Julen's statements collectively indicate that he intended to sell controlled substances found in his possession.

Ten Felony Charges Filed

Julen is charged with 10 felony counts involving five different controlled substances.

Count 1: First-degree controlled substance sale involving 17 grams or more of cocaine or methamphetamine within a 90-day period. The charge carries a maximum statutory penalty of 30 years in prison and/or a fine of up to $1 million.

Count 2: Second-degree controlled substance possession involving 25 grams or more of cocaine or methamphetamine. The charge carries a maximum penalty of 25 years in prison and/or a fine of up to $500,000.

Count 3: Second-degree controlled substance sale involving 10 grams or more of a narcotic other than heroin or fentanyl. Prosecutors identify the substance as methamphetamine. The charge carries a maximum penalty of 25 years in prison and/or a fine of up to $500,000.

Count 4: Third-degree controlled substance possession involving 10 grams or more of a narcotic drug other than heroin or fentanyl, identified in the complaint as methamphetamine. The maximum statutory penalty is 20 years in prison and/or a fine of up to $250,000.

Count 5: Second-degree controlled substance sale involving 10 grams or more or 50 dosage units of certain controlled substances, with the complaint identifying the substance involved as a hallucinogen. The maximum penalty is 25 years in prison and/or a fine of up to $500,000.

Count 6: Fifth-degree controlled substance possession involving ketamine. The charge carries a maximum penalty of five years in prison and/or a fine of up to $10,000.

Count 7: Third-degree controlled substance sale involving amphetamine. The maximum statutory penalty is 20 years in prison and/or a fine of up to $250,000.

Count 8: Fifth-degree controlled substance possession involving amphetamine, carrying a maximum penalty of five years in prison and/or a fine of up to $10,000.

Count 9: Fourth-degree controlled substance sale involving lisdexamfetamine dimesylate. The charge carries a maximum penalty of 15 years in prison and/or a fine of up to $100,000.

Count 10: Fifth-degree controlled substance possession involving lisdexamfetamine dimesylate, carrying a maximum penalty of five years in prison and/or a fine of up to $10,000.

Arrest Warrant Issued

Hennepin County District Court Judge Joseph R. Klein found probable cause supporting the charges and signed the warrant at 7:59 a.m. Monday, October 5th. The warrant directs law enforcement to apprehend Julen "without delay" and bring him before the court. Court records list bail at $10,000.

The criminal complaint contains allegations. Julen is presumed innocent unless and until proven guilty in court.
