EAGAN & EDINA, MN: A 55-year-old Minneapolis man is facing multiple felony charges in connection with a series of alleged bank fraud incidents across the Twin Cities metro area, including an investigation in Eagan where authorities say nearly $6,000 was withdrawn from a victim's account using fraudulent identification.
Dion Antonio Lowe has been charged with felony theft in Dakota County and felony identity theft and aggravated forgery in Hennepin County. Court documents also reference a separate criminal case in Washington County involving a similar alleged attempt to withdraw money from a bank using fraudulent identification. The allegations span several months in 2026 and involve financial institutions in Dakota County, Hennepin County, and Washington County. Prosecutors have identified similarities between the incidents, including the alleged use of identification documents belonging to legitimate bank customers.
Court records show Lowe has upcoming hearings scheduled in both Dakota and Hennepin counties, while separate release orders outline restrictions imposed by the courts.
Eagan Investigation: Nearly $6,000 Allegedly Stolen From Bank Account
According to a criminal complaint filed in Dakota County District Court, the Eagan Police Department investigated the theft of $5,880 from a bank in Eagan on August 12, 2026. Investigators determined that the money had been withdrawn from an account belonging to an individual who was outside Minnesota when the transaction occurred. The account holder told investigators that they had not authorized anyone to withdraw money from the account.
According to the complaint, the individual responsible for the withdrawal presented identification bearing the account holder's information. Although investigators determined the identification was fraudulent, the document reportedly scanned as valid when the bank processed it. This detail matters because it suggests the identification could pass at least one electronic verification step, despite not being legitimate. Investigators obtained surveillance footage documenting the withdrawal. Police subsequently identified the individual shown conducting the transaction as Lowe.
The criminal complaint does not identify the bank involved or explain how investigators identified Lowe from the surveillance footage. Prosecutors charged Lowe with one felony count of theft involving property valued at more than $5,000 under Minnesota Statute 609.52. The offense carries a maximum potential penalty of 10 years in prison, a $20,000 fine, or both.
Hennepin County: Attempted $6,300 Withdrawal Leads to Arrest
The Dakota County investigation is not the first time Lowe has been accused of attempting to obtain money from another person's bank account. According to a separate criminal complaint filed June 25, 2026, in Hennepin County District Court, officers responded to a reported fraud incident at Old National Bank, located at 6900 France Avenue, on April 16, 2026. Bank employees reported that an individual was attempting to withdraw money using identification that did not belong to him.
The complaint states that bank employees were already aware of the individual because of internal communications regarding previous incidents involving the same person. When officers arrived, they located the individual and identified him as Lowe. He was subsequently arrested. Investigators learned that Lowe had entered the bank and requested a withdrawal of $6,300.
To complete the transaction, prosecutors allege that Lowe presented an Illinois driver's license bearing the name and identifying information of a legitimate account holder, identified in court documents by the initials D.C. The identification listed the account holder's date of birth but displayed Lowe's photograph.
According to the complaint, Lowe also presented a credit card bearing the account holder's name. Bank employees questioned Lowe about the telephone number associated with the account. Lowe was allegedly unable to verify the number when asked. Investigators later confirmed that the individual identified as D.C. was a bank customer and that the Illinois driver's license Lowe presented was not the legitimate identification issued to that customer.
The criminal complaint does not indicate that the requested $6,300 withdrawal was completed.
Following the investigation, prosecutors charged Lowe with two felonies:
Identity theft: Allegedly possessing or using another person's identity with the intent to commit or facilitate unlawful activity. The charge falls under a statutory provision involving more than three but no more than seven direct victims, or a total loss exceeding $2,500.
Aggravated forgery: Allegedly possessing or presenting a forged document or object knowing it was fraudulent and intending to defraud.
Each charge carries a maximum potential penalty of 10 years in prison and a $20,000 fine.
Washington County: $12,760 Allegedly Stolen From Victim's Bank Accounts
Lowe also faces two felony identity theft charges in Washington County after an investigation into unauthorized bank withdrawals totaling $12,760 from a Missouri resident's accounts. As Limitless Media News previously reported, the Washington County investigation began June 13, 2026, when Woodbury police received a report from a victim who discovered two unauthorized withdrawals from his U.S. Bank accounts.
According to the criminal complaint, investigators determined that both transactions occurred on June 11, 2026. The first withdrawal allegedly occurred at approximately 11:49 a.m. at a U.S. Bank branch on Payne Avenue in St. Paul, where $6,280 was withdrawn from the victim's checking account. Approximately 40 minutes later, at 12:30 p.m., another $6,480 was allegedly withdrawn from the victim's savings account at a U.S. Bank branch in Woodbury. Investigators obtained bank records and surveillance footage showing an individual allegedly presenting identification and signing the victim's name on withdrawal slips. Surveillance footage from the Woodbury location also reportedly showed the suspect arriving and leaving as a passenger in a white Tesla.
On June 25, Woodbury police distributed surveillance images to other law enforcement agencies. According to the complaint, a Maple Grove crime analyst identified the individual as Lowe. The investigation also revealed potential connections to other bank fraud cases across the Twin Cities and beyond.
According to the Washington County complaint, Lowe was arrested in Wisconsin in August and transferred to the Washington County Jail on outstanding warrants. During an August 27th interview with investigators, Lowe allegedly admitted participating in an organized, multistate bank fraud scheme. The complaint further alleges that he acknowledged making both unauthorized withdrawals from the victim's accounts on June 11th.
Lowe faces two felony counts of identity theft in Washington County, each carrying a maximum potential sentence of 10 years in prison and a $20,000 fine. The Washington County allegations provide additional context to the separate investigations in Dakota and Hennepin counties, where Lowe is also accused of using fraudulent identification to access or attempt to access bank accounts.
The Dakota County complaint additionally references a separate alleged bank fraud attempt in Hugo on July 16, 2026. The available records do not establish whether that incident is part of the same Washington County prosecution involving the June 11 withdrawals.
For a more detailed account of the Washington County investigation, including the bank surveillance evidence, identification of Lowe, and his alleged statements to investigators, read Limitless Media News' previous report: Man Charged After Nearly $13,000 Allegedly Withdrawn From Victim's Bank Account
The allegations remain pending, and Lowe is presumed innocent unless and until proven guilty in court.
Prosecutors Cite Similarities Between the Incidents
One notable aspect of the Dakota County criminal complaint is that it includes a Spreigl notice. In Minnesota criminal proceedings, Spreigl evidence generally refers to evidence of other alleged crimes, wrongs, or acts that prosecutors may seek to introduce for a legally permitted purpose, such as establishing identity, intent, knowledge, or a common plan.
The Dakota County complaint specifically references the pending Hennepin County case involving the attempted $6,300 withdrawal and the separate Washington County case involving a similar alleged attempt. The filing identifies the alleged use of fraudulent identification at financial institutions as a common element across the investigations.
Although prosecutors have identified similarities between the cases, including a Spreigl notice does not automatically mean evidence from the other incidents will be admitted at trial. Any proposed use of such evidence would be subject to applicable court rules and judicial determinations. The available complaints also do not establish how the fraudulent identification documents were obtained, whether the incidents involved additional participants, or whether the financial institutions involved were connected through a broader investigation.
Dakota County Court Orders Release Conditions
A release order filed October 21, 2026, in Dakota County District Court establishes conditions governing Lowe's release in connection with the Eagan theft charge. Under the order, Lowe may be released by posting $10,000 bail or bond without conditions, or may be released without posting bail subject to specified conditions. Those conditions include remaining law-abiding, attending all future court appearances, keeping the court and his attorney informed of his current address, and obtaining written court approval before permanently leaving Minnesota. The order also prohibits Lowe from trespassing at the financial institution where the alleged Eagan theft occurred.
The court warned that violations of the release order could result in arrest, forfeiture of bail or bond, additional criminal charges, or contempt proceedings. The order establishes the terms under which Lowe may be released but does not, by itself, confirm whether he posted bail or his current custody status.
Separate Hennepin County Release Order Includes Electronic Monitoring
Court records also include a September 10, 2026, conditional release order from Hennepin County District Court referencing Lowe and two Hennepin County cases. The order identifies a felony identity theft charge and allows release on $20,000 bail or bond without conditions, or $10,000 bail or bond with conditions.
The conditions include requirements that Lowe obey all laws, attend court proceedings and probation appointments, avoid Old National Banks in Hennepin County, refrain from possessing firearms or ammunition, and obtain court permission before leaving Minnesota. The order also requires supervised release through probation and electronic home monitoring, with restrictions governing approved absences for activities such as employment, medical care, and legal appointments. The document indicates that Lowe must remain in custody until placement on electronic home monitoring.
Although the order references a second Hennepin County case, the materials reviewed do not include the underlying complaint. The specific allegations and complete charge history associated with that additional case therefore cannot be independently established from the provided records.
Upcoming Court Hearings
Lowe's criminal proceedings remain pending in multiple jurisdictions.
Dakota County Case
An omnibus hearing is scheduled for December 17, 2026, at 1:30 p.m. at the Dakota County Judicial Center in Hastings.
The case involves the felony theft charge stemming from the August 12th incident in Eagan.
Hennepin County Case
An omnibus hearing is scheduled for January 7, 2027, at 9:00 a.m., according to the court scheduling information reviewed by Limitless Media News. The case involves the felony identity theft and aggravated forgery charges stemming from the April 16th incident at Old National Bank. An omnibus hearing is a pretrial proceeding during which the court may address legal issues, evidence, motions, and other matters before a case proceeds toward trial.
The provided records do not establish the next scheduled hearing in the Washington County case.
Multiple Investigations Across the Metro Area
The allegations against Lowe involve at least three separately identified incidents across three Twin Cities counties:
The two incidents with specified dollar amounts total $12,180 in allegedly stolen or attempted withdrawals. However, the provided complaints describe only the $5,880 Eagan transaction as a completed withdrawal. The reviewed documents do not establish whether other financial institutions or account holders were affected beyond the incidents identified in the court filings.
The cases illustrate how fraudulent identification can allegedly be used to target legitimate bank accounts, including instances where the actual account holders are not physically present during attempted transactions. Lowe is presumed innocent of all pending charges unless and until proven guilty in court.
Limitless Media News will continue following the criminal proceedings in Dakota, Hennepin, and Washington counties as additional court information becomes available.
