Elko New Market Man Charged with Repeat CSAM Possession in Scott County

SCOTT COUNTY: A 33-year-old Elko New Market man is facing new felony charges in Scott County District Court after law enforcement allegedly discovered child sexual abuse material in his possession, triggering enhanced penalties due to a history of prior convictions.

Miles Jacob Kielas was charged via criminal complaint with two counts of felony possession of child sexual abuse material with a prior conviction or adjudication, pursuant to Minnesota Statute § 617.247.4(b)(1).

According to court documents, the alleged offenses occurred on or about May 26, 2026, within Scott County. Prosecutors allege that Kielas knowingly, or with reason to know its content and character, possessed electronic storage media or digital files containing child sexual abuse material—specifically identified in the complaint as "File 2" under Count I and "File 4" under Count II.

The charges carry enhanced statutory maximum penalties because Kielas has previous convictions under Minnesota's child exploitation statutes. According to court records, Kielas has seven prior convictions for possession of child sexual abuse material stemming from Dakota County District Court.

Each felony count carries a maximum statutory penalty of up to 10 years in prison, a fine of up to $10,000, or both, meaning Kielas faces up to 20 years in custody if convicted on both counts.

A criminal complaint contains allegations based on probable cause determined by law enforcement and prosecutors. All criminal defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
