ST. LOUIS PARK - A man has been charged with two felonies following a September drive-by shooting on Highway 100 in St. Louis Park that left a driver injured, according to a criminal complaint filed in Hennepin County District Court.
Abdisalan Muhumed Ali faces one felony count of drive-by shooting toward an occupied motor vehicle or building and one felony count of second-degree assault with a dangerous weapon. The charges stem from a September 30, 2026, shooting.
According to the criminal complaint, officers responded to a shooting on southbound Highway 100 near the Excelsior Boulevard exit at approximately 6:03 p.m.
Officers located a white Honda Accord pulled over along the highway. The driver had suffered a gunshot wound to his left ankle, while a passenger was uninjured. Investigators observed approximately six bullet strikes to the vehicle and recovered multiple cartridge casings from the highway.
The complaint states that the two occupants had been at a restaurant in Columbia Heights and were traveling to Minnetonka when the shooting occurred.
The driver told investigators he noticed a black Hyundai Sonata with heavily tinted windows leaving the restaurant parking lot after him and believed the vehicle was following them.
According to prosecutors, surveillance footage showed the suspect vehicle following the victims' Honda from the restaurant to Highway 100. The Hyundai allegedly accelerated alongside the Honda near the location where investigators recovered cartridge casings.
The Honda subsequently pulled onto the highway shoulder, while the suspect vehicle continued southbound at a high rate of speed.
Investigators identified the Hyundai as a vehicle registered to Ali. The complaint states that cellphone records placed Ali near the restaurant and the shooting location at the relevant times.
Investigators also reported possible connections between evidence recovered from the shooting and several previous shootings in Minnesota.
According to the complaint, ballistic analysis linked .45-caliber cartridge casings recovered from Highway 100 to evidence from shootings in Anoka County, Minneapolis and Burnsville.
One of those incidents was a February 13, 2026, shooting in Burnsville in which the same driver injured in the Highway 100 incident had reportedly been targeted.
The complaint also alleges that Ali is associated with the "1300" gang. However, the filed charges do not include a separate gang-related offense.
Police subsequently searched Ali's residence and the suspect vehicle as part of the investigation.
The drive-by shooting charge carries a maximum penalty of 10 years in prison and/or a $20,000 fine. The second-degree assault charge carries a maximum sentence of seven years in prison and/or a $14,000 fine. The complaint also identifies a three-year minimum prison term associated with each charge.
Ali was in custody at the time described in the complaint.
The allegations have not been proven in court, and Ali is presumed innocent unless and until proven guilty.
