SAINT PAUL MN - A Maplewood man is facing two felony charges after allegedly helping kidnap a man who was attempting to sell an electric bicycle, restraining him with zip ties and demanding $600 before the victim managed to escape, according to a criminal complaint filed in Ramsey County.

Davis Her, 41, has been charged with felony kidnapping for ransom or reward, involving allegations that the victim was not released in a safe place, and felony possession of ammunition by a person prohibited from possessing it due to a prior crime-of-violence conviction.

According to the criminal complaint, St. Paul police responded to the 1300 block of Reaney Avenue at approximately 4:55 p.m. on October 9, 2026, after receiving a report of a frightened man who had approached residents at a home and pleaded with them to call police. The man reportedly told residents that he had been kidnapped by gang members.

The victim told investigators that he had arranged to meet a group of men to sell an electric bicycle. The men allegedly directed him to a nearby garage, where one individual, known to the victim as "Trigger," pulled out a handgun and pointed it at him.

According to the complaint, the armed individual threatened the victim, telling him that he would be his next victim. The group allegedly restrained the man with zip ties and demanded $600 from him.

The victim reported being held inside the garage for several hours before convincing the individuals that he needed to urinate. Once outside, he allegedly managed to break free from the zip ties and escape on foot.

Investigators learned that a silver BMW was allegedly involved in the incident. Officers subsequently located and stopped the vehicle, identifying Her as the driver.

According to the complaint, the victim identified Her as one of the individuals involved in the kidnapping and specifically alleged that Her assisted in applying the zip ties used to restrain him.

During a search of the BMW, officers reportedly discovered zip ties, the victim's wallet, cellphone and car keys inside the glove compartment, along with a box of 9mm ammunition.

Police also located broken zip ties outside the garage where the victim reported being held against his will.

Court documents indicate that Her is prohibited from possessing ammunition due to a previous conviction for domestic assault by strangulation. The complaint also references a 2021 federal conviction for being a felon in possession of a firearm.

During an interview with investigators after being advised of his Miranda rights, Her provided a different account of the incident.

According to the complaint, Her acknowledged being inside the garage with friends, including the alleged victim, but claimed the victim had smoked an unknown substance and began behaving erratically.

Her reportedly told investigators that the group took the victim's car keys to prevent him from driving and that the victim subsequently ran away.

Her faces up to 40 years in prison, a $50,000 fine, or both, if convicted of the kidnapping charge. The ammunition possession charge carries a maximum possible sentence of 15 years in prison, a $30,000 fine, or both.

The allegations contained in the criminal complaint have not been proven in court. Her is presumed innocent unless and until proven guilty.
