Two Men Charged Following Alleged Armed Confrontation Near Bde Maka Ska Parkway in Minneapolis

MINNEAPOLIS: Two men are facing felony charges in Hennepin County following an alleged armed confrontation near Bde Maka Ska Parkway in Minneapolis on July 5th, according to separate criminal complaints.

Reor Bahar Abdullahi, 19, has been charged with one count of second-degree assault with a dangerous weapon and one count of threats of violence. The assault charge carries a mandatory minimum sentence of three years in prison if convicted because prosecutors allege a firearm was used.

Mohamed Abdirizak Elmi, 23, has been charged with one count of aiding an offender after the fact by allegedly concealing evidence related to the incident.

According to the criminal complaints, Minneapolis police were approached by an adult male at approximately 8:04 p.m. on July 5 near Bde Maka Ska Parkway. The man told officers that he and a passenger were driving when they observed four men sitting on a bench allegedly making gang signs toward their vehicle.

The complaint alleges the victims pulled into a nearby parking lot, where two of the men approached their vehicle. Prosecutors allege Elmi walked to the driver's side and attempted to pull on the driver's door handle while Abdullahi followed behind.

According to the complaint, Abdullahi then allegedly removed a handgun from his sweatshirt and tapped it multiple times against the driver's side window. The driver reportedly recorded the encounter on video while attempting to leave the area and later told officers he feared for his life.

Court documents state the victim quickly located nearby officers and pointed them toward a vehicle occupied by the four men.

According to prosecutors, officers observed Abdullahi exit the rear driver's-side seat of the vehicle and attempt to walk away before he was taken into custody.

Investigators searched the vehicle and recovered three firearms, according to the complaint. Prosecutors allege one handgun with an extended magazine matched the firearm seen in the victim's video and was found inside a locked glovebox. Court documents state the glovebox could only be accessed with keys that were allegedly in Elmi's possession.

According to the complaint, Elmi acknowledged that another firearm recovered from the center console belonged to him and admitted possessing the glovebox keys, but allegedly told investigators he did not know what happened to the firearm prosecutors say Abdullahi had been holding.

Prosecutors allege Elmi's actions constituted aiding an offender after the fact by concealing evidence connected to the alleged assault.

Both men remain in custody. Prosecutors requested heightened bail, citing the nature of the allegations and the fact the incident allegedly occurred in a public parking lot along Bde Maka Ska Parkway.

The allegations contained in the criminal complaints are accusations. Both defendants are presumed innocent unless and until proven guilty in court.
