Woman Charged After Allegedly Fleeing Minnesota State Patrol, Crashing SUV Into Minneapolis House

MINNEAPOLIS: A Minneapolis woman is facing a felony charge after prosecutors allege she fled from the Minnesota State Patrol during an attempted traffic stop, led troopers on a pursuit through Minneapolis, and crashed her Chevrolet Suburban into a house before fleeing on foot.
Latisha Chevi Monique Willis has been charged in Hennepin County District Court with one count of fleeing a peace officer in a motor vehicle, a felony punishable by up to three years and one day in prison and a $5,000 fine.
According to the criminal complaint, at approximately 3:05 a.m. on June 14, 2026, a Minnesota State Patrol trooper was patrolling westbound on Interstate 94 near Olson Memorial Highway when they observed a Chevrolet Suburban weaving within its lane, crossing onto the right fog line, changing lanes without signaling, and accelerating. The complaint states the SUV nearly caused a crash, leading the trooper to suspect the driver was impaired.
The trooper activated the squad's emergency lights to initiate a traffic stop, but prosecutors allege the driver failed to yield. After the vehicle crossed Broadway Avenue, the trooper also activated the squad's siren, but the Suburban continued westbound.
According to the complaint, the trooper made several unsuccessful attempts to stop the SUV using a Precision Immobilization Technique (PIT) maneuver before positioning the squad vehicle in front of the Suburban to bring it to a stop. As the trooper exited the squad and ordered the driver out, prosecutors allege the driver maneuvered around the squad vehicle and accelerated away, prompting troopers to discontinue the pursuit.
Troopers later located the abandoned Suburban after it had crashed into a house near the intersection of Dowling Avenue North and Girard Avenue North. The driver had fled before officers arrived, according to the complaint.
During an inventory search of the SUV, investigators recovered a dashboard and driver-facing recording device that appeared to have been recording during the incident. After obtaining a search warrant, troopers reviewed the video and audio.
According to the complaint, the recordings allegedly show the driver sideswiping another vehicle about 30 seconds before the state trooper activated emergency lights without stopping. Investigators also allege the footage shows the driver texting while continuing to drive, looking directly at a marked State Patrol squad vehicle with its emergency lights and siren activated before continuing, and later yelling an expletive as troopers attempted a PIT maneuver.
The complaint further alleges the driver gestured out the window at the pursuing squad vehicle, drove around the trooper's squad after being temporarily stopped, and accelerated away with the tires squealing. GPS data from the recording device allegedly showed the SUV reaching speeds of approximately 66 mph and 75 mph on Minneapolis city streets before crashing into the house. The driver then allegedly fled on foot.
On June 15, 2026, the registered owner of the Suburban contacted authorities to report the vehicle stolen. Investigators allege the registered owner, Willis, matched the appearance of the driver captured on the in-car video, including her hair, facial piercings, facial scars, and arm tattoo.
During a post-Miranda interview, prosecutors allege Willis acknowledged that the person in the video appeared to be her, reportedly stating, "it does look like me."
Willis was arrested and remains in custody.
The allegations contained in the criminal complaint are accusations. Willis is presumed innocent unless and until proven guilty in court.
