Man Charged in Minnetonka Indecent Exposure Case, Complaint Says

MINNETONKA - A man previously convicted of indecent exposure is facing a new charge after an alleged incident outside a Minnetonka grocery store, according to a criminal complaint filed in Hennepin County.
Luis Javier Ramos, 26, is accused in connection with an incident reported on August 30, 2026, in the parking lot of Trader Joe’s along Wayzata Boulevard.
According to the complaint, Minnetonka police responded after a woman reported seeing a man inside a black pickup truck engaging in inappropriate behavior.
The woman told officers she first noticed the man when she arrived at the store. After shopping, she returned to the parking lot and allegedly found that the pickup had been moved next to her vehicle.
The complaint alleges that when the woman looked toward the pickup through an open window, she saw the man exposing himself and engaging in a sexual act.
Police identified the man as Ramos, according to the probable cause statement.
Officers also obtained dash-camera footage from the woman’s vehicle that allegedly showed the pickup driving around the parking lot before the reported incident.
According to the complaint, a records check showed Ramos had previously been convicted of indecent exposure in Rice County and was sentenced in June 2026. Prosecutors allege that prior conviction makes the new allegation a repeat offense.
The allegations contained in a criminal complaint are accusations and have not been proven in court. Ramos is presumed innocent unless and until proven guilty.
