Man Charged With First-Degree Criminal Sexual Conduct, Drug Possession in Mounds View Case

MOUNDS VIEW MN: - A man has been charged with first-degree criminal sexual conduct and felony drug possession following an alleged incident in Mounds View on Aug. 30.
According to a criminal complaint filed in Ramsey County District Court, Gregory Thomas Harper is charged with one count of first-degree criminal sexual conduct involving penetration and the alleged use of force.
The complaint alleges Harper engaged in sexual penetration with another person, caused personal injury to the victim and used force during the alleged assault.
Harper is also charged with fifth-degree possession of a controlled substance. Prosecutors allege he possessed at least 0.25 grams of a mixture containing methamphetamine, a Schedule II controlled substance.
The first-degree criminal sexual conduct charge carries a maximum statutory penalty of 30 years in prison, a $40,000 fine, or both. The fifth-degree drug possession charge carries a maximum statutory penalty of five years in prison, a $10,000 fine, or both.
The allegations contained in the criminal complaint are accusations and have not been proven in court. Harper is presumed innocent unless and until proven guilty.
