Burnsville Police Officers to Be Honored at National Law Enforcement Memorial in Washington, D.C.

BURNSVILLE, MINNESOTA - Two Burnsville police officers who gave their lives in the line of duty will be honored next week at the National Law Enforcement Officers Memorial in Washington, D.C.

Officers Paul Elmstrand and Matthew Ruge, who were killed on February 18, 2024, while responding to a domestic incident, will have their names added to the national memorial alongside 343 other fallen law enforcement officers. The weeklong observance, held from May 11 to 17, will feature national ceremonies, including a candlelight vigil on May 13 and a memorial service on May 15.

“Paul and Matt were incredible police officers who worked tirelessly to keep our community safe,” said Burnsville Police Chief Tanya Schwartz in a statement. “They saved the lives of seven children that tragic day and their sacrifices will never be forgotten. Their lives will always be remembered, and their spirit will live on in our department and our community.”

Thanks to community fundraising efforts and donations from local residents, the Fraternal Order of Police, the Burnsville Police and Fire Foundation, and contributors from across the country, 167 Burnsville officers, family members, and supporters will attend the events in Washington.

Chief Schwartz emphasized the importance of community and shared grief during the memorial services.

“Coming together as part of a larger police family is an important part of grieving, healing, and remembering,” she said. “Attending the memorial services will help bring closure.”

While Burnsville police personnel are in Washington, neighboring law enforcement agencies will assist in keeping the city protected.

The 2025 Roll Call of Heroes includes 148 federal, state, tribal, and local law enforcement officers who died in the line of duty in 2024, along with officers from previous years whose names are being added to the memorial for the first time. Elmstrand and Ruge’s bravery and dedication will now be forever remembered on the national stage.
