Woman Charged in Ramsey County After Allegedly Threatening Neighbors, Striking Squad Cars and Fleeing Police in Saint Paul

SAINT PAUL MN: A woman is facing multiple charges in Ramsey County District Court following an incident in Saint Paul that allegedly involved threats with a stun gun, property damage, and fleeing from police.

According to a criminal complaint, Krista Lynne Garrett, 46, is charged with one count of first-degree damage to property, one count of fleeing a peace officer in a motor vehicle, and two counts of fifth-degree assault.

The complaint states that on or about April 7, 2026, at approximately 6:50 a.m., St. Paul police officers were dispatched to the 900 block of Euclid Street in Saint Paul on a report of a woman threatening others with a stun gun.

Officers spoke with a man who reported that Garrett, who previously lived at the residence with her now-deceased mother, was outside on the front steps, yelling and grabbing mail from the mailbox. The complaint alleges Garrett pointed a stun gun at him, causing fear of immediate bodily harm.

A second witness told officers Garrett was pacing and screaming before approaching him, yelling, “Where is my mother?” The complaint states she activated the stun gun while moving toward him, prompting the witness to go inside and call police.

Witnesses reported Garrett was driving a silver Pontiac. Officers later located her near the 900 block of Margaret Street, where she was standing outside the vehicle and yelling. According to the complaint, officers activated emergency lights and ordered her to stop, but Garrett allegedly responded that they “weren’t the real police.”

Garrett then entered the vehicle, started it, and reversed into a marked St. Paul squad car, the complaint states. She allegedly struck the squad car a second time after shifting gears, then drove forward and sideswiped another squad car while fleeing through an alley.

Officers later stopped the vehicle near the intersection of Minnehaha Avenue and 7th Street East, where Garrett was taken into custody. The complaint states she admitted to striking the squad cars in an attempt to get away from police.

A stun gun was recovered from the passenger seat of the vehicle.

Authorities allege the damage to the squad cars exceeds $1,000, meeting the threshold for a first-degree property damage charge.

Garrett declined to provide a custodial statement following her arrest, according to the complaint.

She faces a felony charge of first-degree damage to property, punishable by up to five years in prison and/or a $10,000 fine, as well as a felony fleeing charge and two misdemeanor assault charges.

All defendants are presumed innocent unless and until proven guilty in a court of law.
