Rochester Resident Charged After Allegedly Fleeing State Troopers on Motorcycle at 93 MPH, Refusing DWI Breath Test

MINNEAPOLIS/SHAKOPEE: A Rochester woman is facing a felony charge after prosecutors allege she fled from Minnesota State Patrol troopers on a motorcycle at speeds approaching 93 mph through Minneapolis before being stopped in Shakopee.
According to a criminal complaint filed in Hennepin County, Jayvia Daeng Bouapaengphan, 19, has been charged with one felony count of fleeing a peace officer in a motor vehicle, one gross misdemeanor count of refusing to submit to a chemical breath test, and one misdemeanor count of driving while under the influence of alcohol.
According to the complaint, at approximately 3:21 a.m. on July 19, 2026, Minnesota State Patrol troopers were patrolling downtown Minneapolis when they observed a Kawasaki EX300 motorcycle traveling without taillights while weaving within its lane and swaying. The complaint states the motorcycle was carrying both the defendant and a passenger.
Troopers activated their emergency lights near Interstate 35W and 26th Street to initiate a traffic stop. Court documents allege Bouapaengphan initially appeared to pull over before accelerating instead, reaching approximately 93 mph in a 55 mph zone, changing lanes without signaling, and repeatedly looking back at the pursuing squad vehicle.
According to the complaint, troopers ended the pursuit because of the dangerous driving conditions and the presence of a passenger on the motorcycle. Dispatch personnel continued monitoring the motorcycle through traffic cameras until Shakopee police officers safely stopped it near Mystic Lake Casino.
The complaint states troopers observed Bouapaengphan had bloodshot, watery eyes, slurred speech, and a strong odor of an alcoholic beverage. Because she was already in custody, field sobriety tests were not conducted. Prosecutors allege she provided a preliminary breath test that registered 0.114.
Authorities allege Bouapaengphan was later transported to the Shakopee Police Department, where she was read Minnesota's Breath Test Advisory and informed that refusing a chemical test is a crime. According to the complaint, she refused to cooperate, responded with profanity, including saying, "Fuck you," and was deemed to have refused the breath test by her conduct.
Bouapaengphan was booked into the Hennepin County Jail, according to the complaint.
The allegations contained in the criminal complaint are accusations, and Bouapaengphan is presumed innocent unless and until proven guilty in court.
