St. Paul Man Charged After Allegedly Slamming Head Against Squad Window, Spitting on Officer

SAINT PAUL MN— A St. Paul man is facing a felony assault charge after prosecutors allege he became uncooperative during an arrest, slammed his head against a squad car window, kicked at officers and spit on an officer.
Shaun Michael Mankey, 40, is charged in Ramsey County District Court with fourth-degree assault of a peace officer involving the transfer of bodily fluids. The charge carries a maximum penalty of three years in prison, a $6,000 fine, or both.
According to the criminal complaint, St. Paul police officers arrested Mankey at approximately 1:39 p.m. on Sept. 10 in St. Paul. Authorities said he had an active Minnesota Department of Corrections warrant.
The complaint alleges Mankey became uncooperative as officers prepared to place him inside a squad vehicle. Prosecutors allege he slammed his head against a squad window, yelled and kicked at officers.
After Mankey was placed inside the squad vehicle, he allegedly threatened to spit on an officer. The officer then reported feeling Mankey's saliva land on the left side of his head, according to the complaint.
Prosecutors allege Mankey subsequently threatened the officer, telling him, "You're dead."
Mankey is charged under Minnesota Statute 609.2231 with intentionally throwing or otherwise transferring bodily fluids at or onto a peace officer who is carrying out a lawful arrest or another duty imposed by law.
The allegations contained in a criminal complaint represent the prosecution's version of events and have not been proven in court. Mankey is presumed innocent unless and until proven guilty.
