SAINT PAUL MAN FACES FELONY SEXUAL CONDUCT CHARGES IN RAMSEY COUNTY

SAINT PAUL MN: — A Saint Paul resident faces multiple felony counts of criminal sexual conduct following charges filed in Ramsey County District Court.
Markus Anthony Freeman has been charged in connection with allegations stemming from incidents reported to have occurred in Ramsey County between Dec. 1, 2025, and Dec. 31, 2025
According to the criminal complaint filed by county prosecutors, Freeman faces the following counts:
Count I: Criminal Sexual Conduct – 2nd Degree (Contact Under 16 – Significant Relationship)
Under Minnesota Statute § 609.343.1a(g), prosecutors allege that between Dec. 1, 2025, and Dec. 31, 2025, Freeman engaged in sexual contact with a victim under the age of 16 with whom he maintained a significant relationship. Under state law, mistake of age does not constitute a legal defense for this charge. If convicted, the charge carries a statutory maximum penalty of up to 25 years in prison, a fine of up to $35,000, or both.
Count II: Criminal Sexual Conduct – 3rd Degree (Penetration – Victim Under 14)
Under Minnesota Statute § 609.344.1a(a), Freeman is further accused of engaging in sexual penetration with a victim under the age of 14 during the same timeframe, where the defendant was not more than 36 months older than the victim. This felony charge carries a maximum statutory penalty of up to 15 years imprisonment, a fine of up to $30,000, or both.
The case remains under formal prosecution in Ramsey County.
