Three Adults Charged After Police Allege They Were Found Passed Out at St. Paul Park Where Open Alcohol Was Reported and Two Young Children Were Left Unattended

SAINT PAUL MN: Three adults have been charged after police allege they were found passed out at a St. Paul playground where open alcohol was reported and two young children were left unattended near busy streets and light rail tracks.
According to separate Ramsey County criminal complaints, Makyla Shiree Price, 21, faces two counts of gross misdemeanor child endangerment, while Usamah Ibn Ra'id Drake, 26, and Kobe Dj'Bryan Armstrong, 24, each face one count of gross misdemeanor child endangerment. The complaints allege the three adults were parents or caretakers responsible for the care of the two young children.
According to the complaints, St. Paul police responded to Midway Peace Park at approximately 12:36 p.m. on June 18 after a 911 caller reported multiple adults had passed out while two young children were left unattended.
The complaints state the park is located between University Avenue and St. Anthony Avenue, both of which are busy streets with significant vehicle traffic and nearby light rail tracks.
When officers arrived, they allegedly found the three adults unconscious in different areas of the playground while the children were without supervision. Emergency medical personnel responded to the scene.
According to the complaints, one of the adults later told investigators the group had gone to the park around 7 a.m. following an earlier disturbance for which 911 had been called. The individual allegedly said Price and Drake had been consuming alcohol while at the park and that the group had fallen asleep after being awake all night. The individual also reportedly denied using any other substances.
The complaints state the children were transported to Children's Hospital and later placed with Child Protective Services.
Police later arrested Price after she allegedly attempted to leave the hospital. Armstrong was also arrested after arriving at the hospital. According to the complaints, Price and Armstrong told officers they had been awake all night and were "just resting."
The 911 caller told investigators the children appeared to be unsupervised and said "anything could have happened" to them. The caller also reported seeing a large open bottle of alcohol near the group.
The charges against all three defendants are allegations. They are presumed innocent unless and until proven guilty in court.
