Woobury Man Faces Multiple Felony Privacy Charges Involving Two Minors
Published: June 12th, 2026
WOODBURY MN: A Woodbury man faces multiple felony charges following allegations that he surreptitiously used a recording or observation device targeting minors in a home.
According to court documents, Ryan Michael DeBiaso, 41, has been charged with two counts of felony interference with privacy. The criminal complaint indicates that the separate counts stem from allegations involving two underage victims.
The criminal complaint outlines two separate counts under Minnesota Statute 609.746.1(h), which addresses invasion of privacy offenses committed against a victim under the age of 18 when the perpetrator is more than 36 months older than the minor.
Each count carries a maximum potential penalty of:
Up to 4 years in prison
A fine of up to $5,000
The alleged offenses took place over a year-long period, spanning from June 1, 2025, to June 5, 2026.
According to the charge descriptions, prosecutors allege that DeBiaso surreptitiously installed or used a device designed for "observing, photographing, recording, amplifying, or broadcasting sounds or events."
The complaint notes the invasions occurred through a window or aperture of a location where a reasonable person would maintain an expectation of privacy, such as a sleeping room. The state contends that the actions were committed with "sexual intent" and with the knowledge that the minor victims were present.
All defendants are presumed innocent until proven guilty in a court of law.
