Dakota County Man Charged After Deputies Say Surveillance Video Captured Worksite Theft

DAKOTA COUNTY: A Dakota County man is facing felony theft charges after authorities say surveillance cameras captured him and another man stealing more than $3,000 worth of equipment from a construction worksite in Randolph Township.
According to a criminal complaint filed in Dakota County, Joshua David Haro, 37, has been charged with two felony counts of theft involving property valued at more than $1,000 but less than $5,000.
According to the complaint, a Dakota County Sheriff's deputy responded on July 29 to investigate the reported theft of property from a business worksite. An employee told deputies that a generator, wheelbarrow, and gas can had been stolen on July 24. The total value of the stolen property was estimated at approximately $3,124.
The complaint states that investigators reviewed high-resolution security camera footage, which allegedly showed two men loading a generator into a green Nissan Xterra. Deputies were reportedly able to read the vehicle's license plate from the footage, which was registered to Haro. One deputy also recognized Haro from the surveillance images. The second individual was identified in the complaint as Matthew Sean Suttles, 44, who is listed as a co-defendant.
According to the complaint, deputies obtained search warrants for Haro's residence and another nearby property associated with him after observing the Nissan being driven there. Authorities located Haro and the vehicle at the second property.
After being advised of his Miranda rights, Haro agreed to speak with deputies, according to the complaint. He allegedly told investigators that someone had already sent him a photograph taken from the surveillance footage and that he knew deputies were coming.
The complaint alleges Haro admitted he helped Suttles retrieve the generator after Suttles told him he had one "stashed." Haro reportedly told investigators he assumed the generator was stolen but claimed he did not know where it had come from. Authorities allege Haro admitted helping load the generator into his Nissan and transporting it to a garage on the property before Suttles later removed it. Haro allegedly told deputies he did not know where the generator was afterward.
According to the complaint, Haro directed deputies to the stolen wheelbarrow, which was recovered and taken into evidence.
During a search of the Nissan, deputies also reportedly found a Winchester Model 94 .30-30 caliber rifle, six rounds of .30-30 ammunition, a magazine containing nine rounds of .22 caliber ammunition, and two loose 12-gauge shotgun shells. The complaint does not allege any firearm-related offenses in this case.
The allegations remain accusations, and Haro is presumed innocent unless and until proven guilty in court.
