Apple Valley Man Facing Charges in Two Identical Dakota County Credit Card Fraud Cases; Prosecutors Seek Higher Bail After New Allegations

APPLE VALLEY & LAKEVILLE, MINNESOTA - A 26-year-old Apple Valley man is facing multiple felony charges in Dakota County after investigators say he stole wallets from gym lockers and used victims’ credit cards to make fraudulent purchases totaling thousands of dollars.
Hamza Hussein Abdalla, of Apple Valley, has been charged in two separate Dakota County District Court cases with financial transaction card fraud following incidents in Apple Valley and Lakeville.
Prosecutors say the second incident occurred just days after Abdalla posted bail in the first case, prompting a higher bail request and additional restrictions.
Apple Valley Gym Theft and Credit Card Use
According to a criminal complaint filed in Dakota County District Court, the first case stems from an incident on February 21, 2026, at a fitness center in Apple Valley.
Police responded at approximately 2:56 p.m. to a report of a theft in progress after a victim reported his credit cards had been stolen from a backpack stored inside a locker. The victim later discovered the stolen cards had already been used at the Target in Apple Valley. Investigators determined the cards were used for several attempted and completed transactions totaling $994.30.
Officers reviewed surveillance footage and transaction records provided by the store’s loss prevention team. According to the complaint, officers identified the suspect as Abdalla. Police arrested Abdalla the following day, February 22, 2026, in Minneapolis. Authorities noted he was wearing the same clothing seen in surveillance footage from the alleged fraud incident.
In that case, Abdalla is charged with felony financial transaction card fraud involving more than $250 but less than $2,500, which carries a potential penalty of up to five years in prison and/or fines between $3,000 and $10,000 if convicted.
Lakeville Wallet Theft and $4,000 in Fraudulent Transactions
A second criminal complaint filed March 5, 2026, alleges Abdalla committed a nearly identical offense less than a week after being released on bail. According to the complaint, officers from the Lakeville Police Department responded around 9:00 a.m. on March 3, 2026, to a report of a stolen wallet from a gym on the 18000 block of Orchard Trail in Lakeville.
The victim reported that an Apple AirTag attached to the wallet showed its location at the Walmart on the 20700 block of Keokuk Avenue in Lakeville. The wallet contained multiple credit cards and cash.
Investigators say the suspect attempted to purchase gift cards using the stolen cards:
Three attempted transactions of $1,013.68 each
One successful transaction totaling $1,013.68
According to the complaint, the suspect attempted or successfully charged a total of $4,054.72 using the victim’s credit cards. Officers reviewed surveillance footage from both the gym and the business where the transactions occurred. Investigators also compared the suspect’s vehicle with a vehicle involved in the earlier Apple Valley case. Police again identified the suspect as Abdalla.
In the second case, Abdalla is charged with felony financial transaction card fraud involving more than $2,500, which carries a potential penalty of up to 10 years in prison and/or fines between $6,000 and $20,000 if convicted.
Prosecutors Request Higher Bail
Following the new allegations, prosecutors requested that the court set bail at $30,000 without conditions or $20,000 with conditions. According to prosecutors, Abdalla was facing charges in the earlier Apple Valley case and was released on February 28, 2026, after posting bail. Court documents state that within three days of his release, he allegedly committed the Lakeville offense involving another gym locker theft and credit card fraud. Court records show that Abdalla posted a non-cash bail of $5,500.
Prosecutors also noted in their bail request that Abdalla has nine felony-level theft-related convictions within the past six years.
Court Proceedings
The earlier Apple Valley case is currently scheduled for an omnibus hearing on March 25, 2026. His first court appearance for his new Lakeville case was at 1 PM today, Friday, March 6, 2026, where the judge set his bail at $30,000 without conditions and $20,000 with conditions.
Both cases remain pending in Dakota County District Court, and Abdalla is presumed innocent unless and until proven guilty in court.
