Burnsville Police Notify Public of Level 3 Predatory Offender Relocation

BURNSVILLE MN: The Burnsville Police Department has issued a community notification regarding the relocation of a Level 3 predatory offender to Burnsville.
According to a notification released by the department, Edgar Earl Lenear, 69, relocated to the vicinity of the 13900 block of Preserve Boulevard West on July 1, 2026.
Lenear is classified as a Level 3 predatory offender, the highest public risk level assigned under Minnesota's community notification system. Minnesota law allows law enforcement to notify the public when a Level 3 offender moves into a community.
According to the fact sheet, Lenear was convicted of an offense involving sexual contact against an unknown adult woman. Authorities state the offense included penetration, that he gained entry by breaking into the victim's home, and that a weapon was used to gain control.
The notification lists the Minneapolis Police Department as the investigating agency. Lenear was released on Feb. 19, 2026, and remains under supervision.
The Burnsville Police Department emphasized that the purpose of the notification is to increase public awareness and promote safety—not to encourage harassment or intimidation. State law prohibits threatening or harassing registered offenders, and police note that such behavior could result in criminal charges.
Police also stress that individuals who have completed their court-imposed sentences are permitted to live in the community, and law enforcement cannot determine where a registered offender lives, works or attends school.
