Burnsville woman charged with allegedly obtaining more than $8,000 in SNAP benefits through unreported income

DAKOTA COUNTY MN: A Burnsville woman has been charged in Dakota County District Court after authorities allege she wrongfully obtained more than $8,000 in public assistance benefits by failing to report household income, according to a criminal complaint.

According to the criminal complaint, a detective with the Dakota County Sheriff’s Office received a Fraud Prevention Investigation (FPI) referral on Feb. 23, 2026, regarding Hannah Luogon, 34, and an adult male identified in the complaint as J.K.

The referral indicated that Luogon may have failed to report income when applying for Supplemental Nutrition Assistance Program (SNAP) benefits.

Authorities reviewed Luogon’s SNAP applications and determined she received benefits between March 2025 and March 2026. During that period, she submitted three applications and reportedly stated that she was the only household member working, and that no other members were employed or self-employed.

However, investigators determined that J.K., who lives with Luogon, was self-employed as a driver for Lyft and received monthly payments between March 2025 and March 2026. The complaint states J.K. earned at least $23,000 in the six months prior to the FPI referral.

The complaint also alleges that Luogon began working for Sevita in August 2025 but did not report that income until January 2026.

Due to the alleged failure to report both J.K.’s self-employment income and her own employment, authorities state Luogon received an overpayment of $8,016 in SNAP benefits during the one-year period.

Both Luogon and J.K. are listed as Dakota County residents, and the benefits were issued through Dakota County Employment & Economic Assistance, according to the complaint.

Luogon is charged with one count of theft by wrongfully obtaining public assistance (over $5,000), including allegations involving false statements or concealment of information.

The allegations are based on the criminal complaint, and the defendant is presumed innocent unless and until proven guilty in court.
