Man Faces Felony Charges in Carver County Electronic Solicitation Investigation

CHASKA MN: Prosecutors in Carver County have formally filed felony charges against Charles Franklin Wilcher following an investigation into alleged illegal electronic communications involving a minor.
According to court records, Wilcher faces two felony counts stemming from acts alleged to have occurred on or about August 8, 2026, within Carver County.
The first charge, Solicit Child or Believe to be a Child Through Electronic Communication to Engage in Sexual Conduct, falls under Minnesota Statute § 609.352, Subdivision 2a(1), with sentencing references to Subdivision 4. Prosecutors allege that Wilcher, an adult aged 18 or older, utilized the internet, a computer, telecommunications network, or another electronic communication device to solicit a child—or an individual he reasonably believed to be a child—to engage in explicit sexual conduct.
The second count charges Wilcher with Engaging in Electronic Communication Relating to or Describing Sexual Conduct with a Child under Minnesota Statute § 609.352, Subdivision 2a(2). The criminal complaint outlines that Wilcher allegedly used an electronic device or network to transmit or participate in digital communications that described or directly related to sexual conduct with a minor or an individual reasonably believed to be a minor.
Both offenses carry a maximum statutory penalty of up to five years in state prison, a fine of up to $10,000, or both upon conviction.
