Inver Grove Heights Man Charged After Allegedly Kicking Apartment Door, Throwing Pennies at Windows
INVER GROVE HEIGHTS MN: An Inver Grove Heights man is facing a felony charge after allegedly kicking and damaging an apartment door before throwing pennies at the residents’ windows, according to a criminal complaint filed in Dakota County.
Frank Tata Ngimukua, 28, is charged with first-degree criminal damage to property for an April 1 incident at an apartment building on the 3200 block of 81st Street.
According to the complaint, Inver Grove Heights police responded to the apartment at approximately 3:30 a.m. after two women reported someone had been kicking their door and causing damage. The women also reported that someone later threw small objects at their windows.
The women told officers they believed the person responsible was a man who lived directly above them, later identified as Ngimukua.
Police contacted Ngimukua, who allegedly admitted to kicking the apartment door and throwing pennies at the victims’ window, according to the probable cause statement.
The apartment manager later obtained a quote of $1,335 to replace the damaged door, the complaint states.
Ngimukua is charged with one felony count of first-degree criminal damage to property involving damage that reduced the property's value by more than $1,000.
The charge carries a maximum possible sentence of five years in prison, a $10,000 fine, or both.
The allegations contained in the criminal complaint are accusations. Ngimukua is presumed innocent unless and until proven guilty in court.
