Man Charged With Felony Fleeing After High-Speed Pursuit, Crash in Minneapolis

MINNEAPOLIS - A 27-year-old man is facing felony charges after allegedly fleeing a Minnesota State Patrol trooper during a traffic stop on Interstate 94 in Minneapolis, leading to a pursuit that ended in a crash Thursday.

According to a criminal complaint filed in Hennepin County District Court, Kamal Madi Sheikh has been charged with felony fleeing a peace officer in a motor vehicle and misdemeanor driving while impaired by a controlled substance.

The complaint states that a Minnesota State Patrol trooper was traveling eastbound on Interstate 94 near 42nd Street when he observed a silver Acura Integra traveling at a high rate of speed. Radar reportedly recorded the vehicle traveling 86 mph in a posted 60 mph zone.

The trooper also reported observing the vehicle crossing lane markings multiple times.

According to the complaint, the trooper activated his emergency lights and stopped the Acura near Lowry Avenue. However, as the trooper exited his squad car and approached the driver's side, the vehicle allegedly sped away.

The trooper pursued the Acura as it exited Interstate 94 at West Broadway Avenue. During the pursuit, the trooper reportedly observed the vehicle traveling along an embankment beside the exit ramp.

Shortly afterward, dispatch reported that the Acura had crashed near West Broadway Avenue and North Fourth Street.

When the trooper arrived at the crash scene, witnesses reportedly pointed in the direction the driver had fled on foot.

Investigators subsequently used highway camera footage to locate the suspected driver behind a nearby business, where he was reportedly found inside another person's vehicle.

Officers arrested the man, identified as Sheikh. Authorities also determined that he had an active probation violation warrant out of Anoka County.

During a search of the Acura, officers reportedly recovered a wallet containing Sheikh's driver's license and an empty prescription bottle of methadone in the center console.

According to the complaint, Sheikh told the trooper he was traveling to a methadone clinic and needed to get there because he did not want to go to jail.

The trooper subsequently conducted field sobriety testing. Although Sheikh reportedly displayed no impairment indicators during the Horizontal Gaze Nystagmus test, the trooper noted several other observations, including slurred speech, lethargic behavior, eyelid tremors and an apparent disconnect from the situation.

Authorities obtained a search warrant for a blood or urine sample. Sheikh provided a blood sample, but laboratory results were still pending at the time the complaint was filed.

Sheikh remains in custody, according to the complaint.

The felony fleeing charge carries a maximum potential sentence of three years and one day in prison and/or a $5,000 fine. The misdemeanor DWI charge carries a maximum potential sentence of 90 days in jail and/or a fine of up to $1,000.

The allegations contained in the criminal complaint have not been proven in court, and Sheikh is presumed innocent unless and until proven guilty.
