SHAKOPEE, MN - A 33-year-old man has been charged with felony fleeing a peace officer and two additional offenses after allegedly leading police on a pursuit through Shakopee and Savage before being located and arrested inside the kitchen of a Savage restaurant on Wednesday, November 4th, 2026.

According to a criminal complaint filed in Scott County District Court, Ravy Nov, 33, faces one felony count of fleeing a peace officer in a motor vehicle, one gross misdemeanor count of obstructing legal process and one petty misdemeanor traffic violation.

The incident began at approximately 10:39 a.m. on November 4, when a Shakopee police officer was conducting a traffic stop near the intersection of Mystic Lake Drive and Highway 169.

According to the complaint, the officer observed an SUV traveling faster than the posted 45 mph speed limit. The vehicle allegedly failed to slow down or move into an available lane while passing the officer's squad car, as required under Minnesota's move-over law.

After completing the initial traffic stop, the officer pursued the SUV and caught up with it near 17th Avenue East and Mystic Lake Drive. The officer activated emergency lights and a siren in an attempt to stop the vehicle.

Investigators identified the SUV as registered to Nov, who was later identified as the driver.

The complaint alleges that Nov continued southbound on Mystic Lake Drive at normal traffic speeds despite the officer's attempts to stop him. Other motorists reportedly pulled over in response to the emergency lights and siren.

At Valley View Drive, Nov allegedly drove around vehicles stopped at a red light and continued through the intersection without yielding to police.

While traveling approximately 55 mph, Nov reportedly braked abruptly and stopped in the middle of the right lane near McKenna Road Northwest. When the pursuing officer stopped behind the SUV, Nov allegedly accelerated rapidly, crossed multiple lanes and turned northbound onto McKenna Road.

The officer discontinued the pursuit because of concerns that Nov's driving presented a danger to the public, according to the complaint.

A short time later, a Savage police officer reported locating the SUV traveling eastbound on County Road 42. The vehicle reportedly entered the area near McHugh's restaurant before Nov allegedly fled another attempted traffic stop.

Police subsequently located the SUV behind Kyoto Sushi. Officers received information that a man wearing a baseball cap and black sweatshirt and carrying a blue jacket had entered the rear of the restaurant.

According to the complaint, officers entered the restaurant and located Nov in the kitchen area. Officers took Nov to the ground and informed him that he was under arrest.

Nov allegedly resisted officers' attempts to place him in handcuffs by tensing his arms and repeatedly pulling them away. Despite multiple commands to place his hands behind his back, Nov reportedly continued resisting until officers secured him in handcuffs.

The complaint also alleges that Nov made several unsolicited statements while in custody, including a statement suggesting he could have run over an officer with his vehicle.

Nov was subsequently transported to the Scott County Jail.

Under Minnesota Statute 609.487, subdivision 3, felony fleeing a peace officer in a motor vehicle carries a maximum sentence of three years and one day in prison, a $5,000 fine, or both.

The gross misdemeanor obstruction charge, filed under Minnesota Statute 609.50, carries a maximum penalty of one year in jail, a $3,000 fine, or both.

Nov also faces a petty misdemeanor charge for allegedly violating Minnesota's move-over law under Statute 169.18, subdivision 11(c). Petty misdemeanors in Minnesota generally carry a maximum fine of $300 and do not carry jail time.

The allegations are based on the criminal complaint, and Nov is presumed innocent unless and until proven guilty in court.
