Pedestrian Struck While Crossing County Road 42 in Burnsville; Dog Killed in Separate Collision

BURNSVILLE, MINNESOTA – A man was seriously injured and a dog was struck and killed in a pair of related incidents Saturday evening, Sept. 27, 2025, along County Road 42 West in Burnsville near County Road 5.
According to the Burnsville Police Department, officers were dispatched around 8:37 p.m. to the 1700 block of County Road 42 West for reports of a vehicle versus pedestrian collision. Multiple 911 callers reported that a man had been struck by a car and was lying injured in the roadway.
Pedestrian Struck While Crossing Busy Roadway
The pedestrian was identified as a 66-year-old male from Burnsville, Minnesota. When Burnsville officers arrived on the scene, they found the man conscious and alert, lying near grocery bags and scattered food items in the eastbound lanes near the entrance to the Aurora Village shopping mall. Witnesses had already covered his head with towels and clothing to control bleeding.
A silver 2013 Subaru Impreza with Minnesota plates was parked nearby on the right shoulder, showing significant front-end damage, including a large hole in the windshield filled with shattered glass and a produce bag. The driver of the Subaru was identified as a 36-year-old from Burnsville, who remained on scene and appeared dazed but uninjured.
The driver of the Subaru told police he had been traveling westbound on County Road 42 before making a U-turn at the County Road 5 intersection to enter a business on the south side of the road. He said he was driving below the posted 40 mph limit and did not see Webb enter the roadway. Investigators noted there are no crosswalks in the area, and vehicles have the right-of-way at that location.
Officers reported no signs of impairment to the driver, and their preliminary breath test registered 0.000% BAC. Standard field sobriety tests also showed no indicators of intoxication.
Burnsville paramedics transported the pedestrian who was hit to Hennepin County Medical Center for emergent treatment. His current condition was not immediately available.
Off-Duty Nurse’s Dog Struck and Killed
While assisting the pedestrian who was struck, officers were alerted to a dog lying motionless in the roadway near the scene. The dog, identified as a 3-year-old Cavalier King Charles Spaniel named Luna, had been struck and killed by another vehicle that did not stop.
Investigators later learned that a registered nurse had been parked nearby at Cub Foods with Luna while his wife shopped inside. When he saw the crash, the nurse ran to assist the injured pedestrian, asking two bystanders to hold Luna’s leash. The dog apparently slipped her collar, ran into the active roadway, and was fatally struck.
Police and paramedics had to briefly restrain the man from entering traffic when he saw Luna lying in the road, as he was physically distraught. Once traffic was shut down at County Road 42 and County Road 5, he was allowed to retrieve her remains.
Investigation and Evidence Collection
The Burnsville Police collected extensive evidence from the scene, including 172 photographs and 13 aerial drone images that documented the crash site. The damaged Subaru was towed and impounded for safekeeping.
The incident remains under investigation by the Burnsville Police Department.
