Police Nuisance Calls Drop More Than 90% at West St. Paul Apartment Building

WEST SAINT PAUL MN - Police nuisance calls at a 146-unit West St. Paul apartment building dropped by more than 90%, falling from 72 during the property's 2024 rental license period to six during its 2025 license period, according to a city staff report.

The six police calls recorded during the latest licensing period at 15 Butler Avenue East included three involving disturbances or disorderly conduct, one assault, one weapons call and one juvenile complaint. The latest licensing period ran from Sept. 1, 2025, through Aug. 31, 2026.

The decline comes after the property was issued provisional rental licenses for the previous two licensing periods and was subject to a mitigation plan that included requirements involving security cameras, tenant and guest policies, trespass notices and other measures.

The property is now heading back before the West St. Paul City Council for review of its 2026 rental license application. City staff is recommending approval after reporting that the owner satisfied the mitigation plan, passed required inspections and paid all required fees.

West St. Paul Leased Housing Associates I, LLP, owns and operates the property.

The City Council approved provisional licenses for the property in December 2024 and November 2025. The 2025 provisional license included several conditions addressing activity and management at the property.

City staff said the owner has satisfied the mitigation plan approved last year, including working with the West St. Paul Police Department to install additional security cameras and replace existing cameras to improve interior coverage.

South Metro Fire issued one fire code violation during the latest licensing period, which has since been corrected. The city also issued four code violation letters involving carpet stains in common areas, full trash chutes, a dead animal in the parking lot and improperly secured parking lot covers. Staff said management responded quickly to most of the violations and came into compliance in a timely manner.

City staff also noted that some residents have raised concerns about services and amenities at the property. According to the staff report, those concerns fall outside the scope of the city's rental licensing ordinance and are not grounds for denying a license or issuing a provisional license. Staff said the concerns have been shared with property management.

Rental license renewals are typically placed on the City Council's consent agenda. Because of the property's history, however, staff placed the application under regular business to allow for formal council review.

Under city ordinance, the council may approve the license, approve a provisional license, approve the license with conditions, continue the application or deny the license following a formal license hearing.

The City Council is scheduled to consider the application Monday, Sept. 28.
