Driver With License Canceled as "Inimical to Public Safety" Charged With Felony Meth Possession, DWI Test Refusal After Inver Grove Heights Stop

INVER GROVE HEIGHTS: A man whose driver's license was canceled as inimical to public safety is facing felony and gross misdemeanor charges after authorities allege he was found in possession of methamphetamine and refused to submit to a chemical test following a traffic stop in Inver Grove Heights.
According to a criminal complaint filed in Dakota County, Camoreay Lashud Prowell, 39, has been charged with one count of fifth-degree controlled substance crime (possession), a felony, and one count of second-degree driving while impaired – refusal to submit to a blood or urine test with an aggravating factor, a gross misdemeanor.
According to the complaint, an Inver Grove Heights police officer observed a vehicle traveling southbound on Highway 52 at approximately 1:23 a.m. on July 31, 2026. The officer reported that the vehicle was traveling approximately 10 to 15 mph below the posted speed limit and was swerving over lane lines before a traffic stop was conducted on the ramp from Highway 52 to Concord Boulevard.
Court documents state the driver, identified as Prowell, was the vehicle's sole occupant. The officer allegedly observed that Prowell appeared lethargic, had delayed speech, and bloodshot, watery eyes. When asked where he was traveling, Prowell reportedly stated he was coming from St. Paul and headed to West St. Paul, though officers noted he had already driven several miles past his intended destination and appeared confused about his location. The complaint states Prowell denied using alcohol or drugs.
According to the complaint, officers learned Prowell's driver's license was canceled as inimical to public safety.
Police administered standardized field sobriety tests, during which the complaint alleges Prowell displayed multiple indicators of impairment. Officers reported observing clues during the Horizontal Gaze Nystagmus, Walk-and-Turn, and One-Leg Stand tests. Because of his reported lethargic and confused condition, officers also suspected possible controlled substance impairment in addition to alcohol impairment. The complaint states Prowell refused to provide a preliminary breath test.
Following his arrest, officers allegedly searched Prowell and located a plastic bag containing several green tablets in his front pocket. During a subsequent search of the vehicle, officers reportedly found an empty tequila shooter on the front passenger seat before the vehicle was towed.
According to the complaint, Prowell was transported to the Inver Grove Heights Police Department, where officers explained a blood or urine test was required and that refusing the test is a crime. Authorities allege Prowell refused to submit to the chemical test.
The complaint states officers later tested the suspected controlled substance using a presumptive field test, which indicated the substance was methamphetamine. Authorities allege the substance weighed approximately 2.2 grams.
Prosecutors further allege that Prowell has a prior DWI refusal conviction from Hennepin County entered in August 2021, which serves as the aggravating factor supporting the second-degree DWI charge.
A criminal complaint contains allegations that have not been proven in court. Prowell is presumed innocent unless and until proven guilty beyond a reasonable doubt.
