Tracy MN man allegedly threatened to become ‘a killer,’ kill officers in Rosemount, prosecutors allege

ROSEMOUNT MN: A man is facing felony and gross misdemeanor charges after prosecutors allege he made violent threats at multiple Rosemount businesses, threatened to kill police officers, claimed to be the "second coming," and resisted officers during his arrest.
According to a criminal complaint filed in Dakota County District Court, Johnathon Ray Vinge, 36, has been charged with one count of felony threats of violence (intent to terrorize) and one count of gross misdemeanor obstructing legal process by force, violence, or threats.
According to the complaint, Rosemount police officers were dispatched on June 17, 2026, to a series of restaurants and a gas station after reports involving Vinge.
Dispatchers allegedly heard Vinge state during a 911 call, "Hope the police get here soon before I become a killer."
According to the complaint, witnesses told police Vinge had been riding his bicycle in circles before entering a gas station and stating, "I'm taking over." Prosecutors allege Vinge said he had been removed from a nearby bar and became angry after his credit card was declined while attempting to purchase cigarettes.
Employees allegedly told investigators Vinge behaved aggressively and repeatedly reached toward his belt and pockets, causing them to fear for their safety.
When officers located Vinge, they allegedly observed behavior consistent with someone under the influence of alcohol and methamphetamine. According to the complaint, Vinge later admitted using methamphetamine and made erratic and nonsensical statements.
According to the complaint, officers initially placed Vinge in handcuffs before determining there was probable cause to arrest him. During the arrest, prosecutors allege Vinge repeatedly rammed his head into both the ground and a squad vehicle, threatened to kill officers, claimed to be the "second coming," and yelled at officers while making sexually explicit comments directed at officers and a family member.
Officers ultimately placed Vinge into a WRAP restraint and fitted him with a padded helmet for his safety. According to the complaint, paramedics responded but were unable to evaluate him because of his behavior. Prosecutors further allege Vinge spat toward an officer and continued spitting into a spit hood. Initial attempts to sedate him were reportedly unsuccessful before he was transported to a hospital and later booked into jail.
As officers continued their investigation, employees at a nearby restaurant allegedly reported Vinge made sexual comments toward a 16-year-old employee before becoming involved in a verbal confrontation when asked to leave.
At a second restaurant, an employee allegedly told investigators Vinge had previously been barred from service because of past incidents. According to the complaint, Vinge attempted to fight another patron after being asked to leave and took the patron's bracelet. Officers later allegedly recovered the bracelet from Vinge's possession.
The felony threats of violence charge carries a maximum penalty of five years in prison and a fine of up to $10,000. The gross misdemeanor obstruction charge carries a maximum sentence of one year in jail and a fine of up to $3,000.
The allegations contained in the criminal complaint are accusations. Vinge is presumed innocent unless and until proven guilty in court.
