Washington County Prosecutors Charge St. Paul Man with 4th-Degree Criminal Sexual Conduct

Published: July 14th, 2026.

LAKE ELMO: A Saint Paul man is facing a felony charge in Washington County after prosecutors alleged he used coercion to engage in sexual contact with a minor in Lake Elmo last week.

Yair Antonio Enrriquez, 46, has been charged with one count of fourth-degree criminal sexual conduct involving a victim under 18 and the use of coercion, according to court documents.

The charge stems from an incident alleged to have occurred in Lake Elmo on or about July 9, 2026. According to the criminal complaint filed by the Washington County Attorney's Office.

Under Minnesota Statute § 609.345, subd. 1a(c), a person is guilty of fourth-degree criminal sexual conduct if they engage in sexual contact with anyone under the age of 18 and utilize coercion to accomplish that contact. Minnesota law defines "coercion" in this context as the use of express or implied threats that cause the victim to reasonably fear substantial resistance would be futile or result in harm.

Because the charge is being prosecuted under Minnesota Statute § 609.345, subdivision 2, it is classified as a felony offense. If convicted, Enrriquez faces a maximum statutory penalty of up to 10 years in prison, a $20,000 fine, or both.

Criminal complaints contain allegations that a defendant has committed a crime. Every defendant is presumed innocent unless and until proven guilty in a court of law.
