Scott County Man Charged with Multiple Counts of Felony Criminal Sexual Conduct

SCOTT COUNTY MN: — A 50-year-old man faces four felony charges in Scott County District Court alleging years of sexual abuse involving a victim with whom he held a position of authority or familial trust.

Efferim Vincent Tillman was charged in connection with law enforcement investigation Control #26016756, which details incidents spanning from February 2024 through September 2026. Official court documents filed by prosecutors state that the charges stem from a pattern of sexual penetration involving a minor complainant who shared a recognized "significant relationship" with Tillman under Minnesota law.

The complaint alleges two first-degree criminal sexual conduct charges for abuse that occurred while the victim was under 16 years of age. Count I alleges a specific act of sexual penetration on or about February 13, 2024, under Minn. Stat. § 609.342.1a(g). Count II alleges multiple acts of abuse committed over an extended timeframe between February 13, 2024, and January 22, 2026, under Minn. Stat. § 609.342.1a(h)(iii). Both first-degree charges carry a mandatory statutory sentence of no less than 12 years and up to 30 years in prison, alongside potential fines up to $40,000.

The remaining two counts allege third-degree criminal sexual conduct occurring after the victim reached age 16. Count III cites a specific instance of sexual penetration on or about September 14, 2026, under Minn. Stat. § 609.344.1a(f), noting that under state law, neither mistake as to the victim's age nor consent constitutes a defense due to the significant relationship dynamic. Count IV alleges continuous acts of penetration between January 23, 2026, and September 14, 2026, under Minn. Stat. § 609.344.1a(g)(iii). Each third-degree charge carries a maximum penalty of up to 15 years in prison and a fine up to $30,000.

Under Minnesota law, the first-degree charges carry mandatory minimum prison sentences upon conviction. As with all criminal proceedings, Tillman is presumed innocent unless and until proven guilty in a court of law.
