Savage Man Charged With Felony Property Damage After Alleged Road-Rage Incident at Hy-Vee

SAVAGE MN: — A Savage man has been charged with felony first-degree damage to property after an alleged road-rage encounter that prosecutors say ended with him kicking and damaging another driver's vehicle in a Hy-Vee parking lot.
Samuel Robert Raveling is charged in Scott County District Court with one count of first-degree damage to property, a felony carrying a maximum sentence of five years in prison, a $10,000 fine, or both.
According to the criminal complaint, Savage police were called to the Hy-Vee at 6150 Egan Drive at approximately 7:44 p.m. on July 24 after a man reported that someone had damaged the rear driver's-side taillight of his vehicle.
The alleged incident followed an encounter between the two drivers before they arrived at the store, according to the complaint.
The victim told police he had been driving southbound on Vernon Avenue near 135th Street when a black pickup truck passed him using the oncoming lane. The victim estimated the truck was traveling approximately 50 mph in a 35 mph zone.
Both vehicles later entered the Hy-Vee parking lot. The victim told investigators he made a comment to the other driver about his driving before going inside the store to shop. The victim acknowledged to police that he should not have antagonized the driver, according to the complaint.
When the victim returned to his vehicle, two unidentified witnesses reportedly told him that a man had kicked and broken his taillight before leaving in the pickup truck.
Police later obtained surveillance footage from Hy-Vee. According to the complaint, the video showed a black Ford F-150 enter the parking lot, followed by the victim's vehicle. The footage allegedly captured a verbal exchange between the drivers from across the parking lot before the victim entered the store.
Investigators allege the driver of the F-150 later exited the liquor-store side of Hy-Vee, returned to his truck and drove it behind the victim's parked vehicle. The complaint states the man then got out, kicked the rear driver's-side brake light and drove away.
Police said surveillance footage allowed investigators to identify a partial license plate, which they later determined was registered to a black Ford F-150 owned by Raveling. An officer compared Raveling's driver's license photograph with surveillance images and identified him as the person shown in the footage, according to the complaint.
Police contacted Raveling on Aug. 22. According to prosecutors, Raveling acknowledged remembering the incident and admitted damaging the vehicle. The complaint alleges he told the officer he had been frustrated with the other driver's driving and acknowledged that he should not have kicked the taillight.
The victim subsequently provided police with a preliminary repair estimate totaling $1,920.45, according to the complaint.
Minnesota law allows a first-degree damage-to-property charge under the cited provision when intentional damage reduces the property's value by more than $1,000, as measured by repair and replacement costs.
The allegations contained in a criminal complaint are accusations. Raveling is presumed innocent unless and until proven guilty in court.
