Shoreview Man Charged With Third-Degree Criminal Sexual Conduct in Ramsey County

RAMSEY COUNTY MN: A Shoreview man is facing felony criminal sexual conduct charges after prosecutors alleged he engaged in sexual penetration with a victim who was mentally impaired, mentally incapacitated, or physically helpless.
According to a criminal complaint filed in Ramsey County District Court, 25-year-old Denwareen Abongwa Atungsiri has been charged with one count of third-degree criminal sexual conduct and one count of fifth-degree criminal sexual conduct.
The most serious charge, third-degree criminal sexual conduct, alleges that on or about May 30, 2026, Atungsiri engaged in sexual penetration with another person while knowing, or having reason to know, that the victim was mentally impaired, mentally incapacitated, or physically helpless.
The charge carries a maximum penalty of 15 years in prison, a $30,000 fine, or both.
A second count of fifth-degree criminal sexual conduct alleges Atungsiri engaged in nonconsensual sexual penetration with another person on the same date in Ramsey County. That offense carries a maximum penalty of two years in prison, a $10,000 fine, or both.
All defendants are presumed innocent unless and until proven guilty in a court of law.
