South St. Paul Man Charged in Dakota County with First-Degree Criminal Sexual Conduct

INVER GROVE HEIGHTS: A South St. Paul man has been charged in Dakota County with one count of first-degree criminal sexual conduct involving allegations dating back to 2018, according to a criminal complaint.
Prosecutors have charged Jorge Luis Martinez, 40, of South St. Paul, with one felony count of first-degree criminal sexual conduct. The complaint alleges that between Sept. 4, 2018, and Sept. 3, 2019, Martinez engaged in sexual penetration with a person who was under the age of 16 and with whom he allegedly had a significant relationship, as defined under Minnesota law.
Under Minnesota law, first-degree criminal sexual conduct is among the state's most serious felony offenses. A conviction carries a potential sentence ranging from 12 to 30 years in prison and a fine of up to $40,000.
The allegations are contained in a criminal complaint filed in Dakota County. As with all criminal cases, the charges are allegations, and Martinez is presumed innocent unless and until proven guilty in court.
