SOUTH SAINT PAUL MN - The South St. Paul City Council has approved several key measures for a new $28 million Public Works Central Maintenance Facility, moving the city closer to replacing its aging 56-year-old facility on Richmond Street.
During its October 19 meeting, the City Council approved the preliminary and final plat, site plan, and conditional use permits for the project, which is planned for 675 Verderosa Avenue.
According to the city, the existing facility was built in 1970 and no longer adequately meets the operational, accessibility, and safety needs of the Public Works Department. A 2023 assessment estimated that repairing and replacing deficient systems would cost more than $6.5 million.
The proposed facility would provide approximately 74,000 square feet of space, including expanded indoor vehicle and equipment storage, maintenance areas, offices, and dedicated employee workspaces.
The total project cost is estimated at approximately $28 million, including just under $24 million in construction expenses.
To finance the project, the city anticipates using a combination of cash reserves, proceeds from municipal property sales, and approximately $21 million in bond financing. The proposed bonds would be repaid over 30 years, with payments supported by property tax revenues.
The City Council and Economic Development Authority are scheduled to consider key financing approvals on Monday, November 2. The City Council meeting begins at 7 p.m., with the Economic Development Authority meeting to follow. Both meetings are open to the public, and residents will have an opportunity to comment on the project.
If the financing process moves forward as anticipated, the city expects to complete the bond sale in December and receive the proceeds in early 2027.
Construction is expected to begin in spring 2027, with the new facility anticipated to become operational by late 2028.
Residents can learn more about the project, review documents, and follow upcoming developments through the City of South St. Paul's official project webpage.
