Driver Killed in Crash Involving Ramsey County Deputy During Response to Stolen Vehicle Pursuit in St. Paul

SAINT PAUL MN: A crash involving a Ramsey County deputy responding to a stolen vehicle pursuit Tuesday night in St. Paul left one person dead and several others injured.

According to the Ramsey County Sheriff’s Office, the incident began around 10:45 p.m. Tuesday when St. Paul Police Department officers located a vehicle reported stolen out of Minneapolis near Seventh Street East and Maria Avenue.

Officers followed the vehicle and prepared to initiate a traffic stop near Interstate 94 and Highway 280. As officers attempted to stop the vehicle, the driver fled westbound on I-94.

A trooper with the Minnesota State Patrol then used a Precision Immobilization Technique (PIT) maneuver in an attempt to stop the fleeing vehicle.

Authorities identified the driver as Yusuf Osman Musse, 27, who was taken into custody without further incident. Officials say Musse has a history of charges, including a recent count of possession of a pistol without a permit filed on Feb. 23, 2026. He remains in the Ramsey County Jail pending formal charges.

While emergency responders were assisting with the incident, a crash occurred that turned deadly.

A Ramsey County deputy driving with emergency lights and sirens activated collided with another vehicle at Robert Street and 12th Street East. Emergency medical personnel transported the deputy and three occupants of the other vehicle to the hospital.

The driver of that vehicle later died at the hospital, authorities said. One passenger remains in serious condition, while the other two occupants suffered injuries that were not considered life-threatening.

The Minnesota State Patrol is continuing to investigate the fatal crash and the events leading up to it. No additional information has been released.
