Omar Andres Ramos Castro Charged with 2nd-Degree Murder in St. Paul Homicide

SAINT PAUL MN: Omar Andres Ramos Castro has been charged with second-degree murder in connection with the fatal stabbing of a man whose body was found along railroad tracks on St. Paul's East Side.
According to a criminal complaint filed in Ramsey County, officers responded around 11 a.m. on May 25 after a man walking his dog discovered the body of 44-year-old G.A.P. lying between railroad tracks near Case Avenue. Investigators observed multiple sharp-force injuries and determined the victim had not been struck by a train.
Authorities identified the victim and learned he had last been seen on May 24 after leaving a family gathering. Cell phone records showed the victim exchanged several calls with a phone number later linked to Ramos Castro before arriving in the area of Ames and Prosperity avenues.
According to the complaint, surveillance video captured two men walking toward the railroad tracks shortly after 7 p.m. on May 24. Investigators later determined one of the men was the victim. Phone records, GPS data, and surveillance footage allegedly placed Ramos Castro in the area before, during, and after the killing.
Investigators also recovered the victim's blood-covered cell phone in a wooded area near the scene. The complaint states a WhatsApp location pin sent from a phone linked to Ramos Castro directed the victim to the area where he was later found dead.
Ramos Castro was arrested June 4 after investigators executed a search warrant at an East Seventh Street apartment.
According to the complaint, Ramos Castro initially denied meeting the victim on May 24 but later admitted being with him near the railroad tracks after investigators confronted him with phone records, GPS data, and surveillance evidence. He allegedly admitted stabbing the victim and later discarding the knife and clothing he had been wearing.
The complaint states Ramos Castro told investigators he became enraged during the encounter and stabbed the victim multiple times. He allegedly said the victim asked him to stop during the attack, but he continued stabbing him.
An autopsy determined the victim died from multiple sharp-force injuries, including wounds to the neck, chest, back, and abdomen. The Ramsey County Medical Examiner ruled the death a homicide.
