St. Paul Parents Charged After Toddler Suffers Suspected Drug Exposure, Ramsey County Complaint Alleges

SAINT PAUL MN: Two St. Paul parents are facing felony child endangerment charges after prosecutors allege their 16-month-old child suffered substantial harm following a suspected exposure to fentanyl inside their home.
According to separate Ramsey County criminal complaints, Cody Alan Hoefflin, 24, of St. Paul, and Toni Marie Loveland, 25, of St. Paul, have each been charged with one count of felony child endangerment resulting in substantial harm.
According to the criminal complaints, Saint Paul police were dispatched to the 1800 block of Case Avenue at approximately 5:45 p.m. on July 31 for a reported medical emergency involving a toddler. Dispatch advised officers that an 18-month-old child had reportedly gotten into oxycodone and had been given Narcan before first responders arrived.
When officers entered the home, they located the child in a bathroom. The complaint states the toddler was limp, having difficulty breathing, and soaking wet.
According to the complaint, Loveland told officers she and Hoefflin had been preparing to use fentanyl in an upstairs bedroom while their child was nearby. Prosecutors allege the child was able to access the substance and place it into her mouth. The complaint states the child's lips turned blue, prompting Loveland to move the child to a bathtub while Hoefflin administered Narcan. The child's grandmother then reportedly performed CPR until the child began regaining consciousness.
Police later executed a search warrant at the residence. According to the complaint, investigators located multiple pieces of burnt foil, Narcan, a pill bottle labeled oxycodone, suspected controlled substances, and other suspected drug paraphernalia. Officers also reported finding mature marijuana plants in two rooms of the home.
The complaint states Hoefflin later told investigators, after being advised of his rights, that he had returned home from work and that he and Loveland used drugs before the medical emergency occurred. He allegedly said he awoke to Loveland performing CPR on the child before retrieving additional Narcan from a vehicle.
Both parents are charged under Minnesota's felony child endangerment statute, which alleges they intentionally or recklessly allowed the child to be placed in a situation likely to cause substantial physical, mental, or emotional harm. The offense carries a maximum penalty of five years in prison, a $10,000 fine, or both if convicted.
The allegations contained in the criminal complaints are accusations. Both defendants are presumed innocent unless and until proven guilty in court.
