Man With Prior Indecent Exposure Convictions Charged After Alleged Metro Transit Platform Incident

SAINT PAUL MN: A man with multiple prior convictions for indecent exposure, a prior kidnapping conviction, and a pending felony criminal sexual conduct case is facing new charges in Ramsey County after prosecutors allege he inappropriately touched a woman at a Metro Transit station.
According to the criminal complaint, the incident happened at about 11:19 a.m. on July 11, 2026, at the Raymond Avenue Metro Transit station in St. Paul.
Prosecutors allege that Kenny Rogers, 33, approached an adult woman waiting for a train and claimed she had a spider on her back. The complaint alleges Rogers then repeatedly touched the woman under the pretense of trying to remove the spider. The woman later told police there was no spider.
According to the complaint, Metro Transit surveillance video captured the incident and was consistent with the woman's account.
The complaint states that a Metro Transit Police investigator recognized Rogers from a separate sexual assault investigation in Roseville that involved a similar alleged pattern of behavior. Roseville police arrested and identified Rogers on July 13, and investigators noted similarities between the two investigations, including clothing and a backpack allegedly worn during both incidents.
Court documents also reference another reported incident from May 13, 2026, aboard a Metro Transit bus in Roseville. Prosecutors allege Rogers inappropriately touched another adult woman after she declined his request for a cigarette. The complaint also alleges additional inappropriate conduct during that encounter, but those details have been omitted here because they are not necessary to understand the allegations.
According to the complaint, investigators reviewed surveillance footage from that incident and alleged Rogers was carrying the same Chicago Bulls backpack and wearing the same glasses.

Prosecutors also note Rogers is currently facing a separate pending felony fifth-degree criminal sexual conduct case and remains in custody on other matters.
The allegations in the complaint have not been proven in court. Rogers is presumed innocent unless and until proven guilty.
