West St. Paul to Consider 7.28% Preliminary Property Tax Levy Increase for 2027

WEST SAINT PAUL MN — The West St. Paul City Council is set to consider a preliminary 2027 property tax levy totaling approximately $25.9 million, representing a 7.28% increase over the city’s final 2026 levy.
The proposal is scheduled to come before the City Council on Monday, Sept. 14.
According to city documents, West St. Paul’s preliminary 2027 budget totals $57,316,929. To help fund the budget, city staff is recommending a preliminary property tax and debt service levy totaling $25,918,806.
That compares with the city’s final 2026 levy of $24,160,041, an increase of approximately $1.76 million.
The preliminary levy does not necessarily represent the amount the city will ultimately collect in 2027. Under Minnesota law, the preliminary levy establishes a ceiling for the final levy. The City Council may reduce the amount before adopting the final levy in December, but it cannot increase it above the preliminary amount.
City staff said it will continue working to reduce the final 2027 levy at the direction of the council as the budget process continues.
The council has been reviewing and discussing the city’s 2027 operating and capital budgets during meetings held throughout June, July and August.
The proposed resolution would also schedule West St. Paul’s Truth in Taxation public hearing for Dec. 14 at 6:30 p.m. in the City Council Chambers. The hearing will provide residents an opportunity to comment before the council adopts its final 2027 levy.
