Man Charged After Rock-Throwing Spree, Sandwich Robbery in West St. Paul
WEST ST PAUL, MINNESOTA—A 22-year-old man is facing felony charges after a string of property damage incidents and a robbery along Robert Street in West St. Paul earlier this month.
According to the probable cause statement from the Dakota County Attorney’s Office, officers were dispatched almost simultaneously on September 7, 2025, to multiple businesses reporting vandalism. Witnesses told police a man in a sweatshirt with “USA” on the front was seen throwing rocks and smashing windows.
Surveillance footage allegedly shows the suspect shattering every windowpane of a bus shelter, with damages exceeding $1,000. He is also accused of throwing rocks at vehicles at two separate restaurants, breaking windshields. The probable cause statement says the man then entered a fast-casual restaurant, suggested he had a firearm, stole a sandwich, and ran from the scene. Officers later found additional businesses with smashed windows.
Police located a suspect nearby who matched witness descriptions. He was identified as Kevin Adan Bustamante, 22, of Minnesota, and arrested. Bustamante admitted to taking the sandwich but denied having a gun, according to the complaint. He also told officers he had multiple outstanding warrants.
Bustamante is charged with:
Simple Robbery (Felony) under Minnesota Statute 609.24, which carries a maximum penalty of 10 years in prison and/or a fine of up to $20,000.
First-Degree Criminal Damage to Property (Felony), for causing more than $1,000 in damage.
His bail was set at $20,000 without conditions and $10,000 with conditions, which have not been posted yet. He remains in custody at the Dakota County Jail.
