20-Year-Old Arrested After Alleged Abduction Attempt, Sexual Assault Involving Teen Girls in Anoka County

RAMSEY/COON RAPIDS - A 20-year-old Ramsey man has been arrested after authorities say two teenage girls were targeted in separate encounters in Anoka County on the same day, including a reported attempted abduction in Ramsey and a reported sexual assault in Coon Rapids.

Oliver Joseph Butcher, 20, was arrested Friday, Oct. 2nd, following a multi-agency investigation into the two Sept. 28 incidents. Authorities said Butcher was being held while awaiting potential charges and had not yet been formally charged.

The first report came at approximately 2:05 p.m. Sept. 28, when a teenage girl told officers that a man in a vehicle attempted to abduct her while she was walking near Alpine Drive NW and Vicuna Street NW in Ramsey.

Officers immediately began investigating and searching the surrounding area.

Later that night, at approximately 10:25 p.m., another teenage girl reported a similar encounter in Coon Rapids. Police said the girl reported that a man in a vehicle chased her and sexually assaulted her near Northdale Boulevard NW and Marigold Street NW.

Law enforcement agencies worked together to investigate the reports and determine whether the two incidents were connected.

According to authorities, images of the suspected vehicle allowed investigators to obtain multiple search warrants for license plate reader data. Police said Flock Safety automated license plate readers played a key role in identifying the suspected vehicle.

Further investigative work led officers to identify Butcher as the suspect, according to police. He was arrested Oct. 2nd.

Authorities said multiple agencies worked continuously following the initial report to locate and apprehend the suspect. Police said Butcher is now in custody and there is no ongoing threat to the public.

The Ramsey Police Department, Coon Rapids Police Department, Anoka County Sheriff’s Office and Midwest Regional Forensic Laboratory are investigating the cases.

The Minnesota State Patrol, FBI, Anoka-Hennepin Narcotics and Violent Crimes Task Force, Anoka Police Department, Blaine Police Department, Minnesota Bureau of Criminal Apprehension and Bureau of Alcohol, Tobacco, Firearms and Explosives also assisted in the investigations.

No additional information was immediately available.

Butcher had not been formally charged as of the latest law enforcement update. The allegations have not been proven in court.
