Minneapolis Man Charged After Apple Valley Target Theft; Meth, Fentanyl and Stun Gun Recovered

APPLE VALLEY, MINNESOTA - A 32-year-old Minneapolis man is facing multiple felony charges after allegedly stealing merchandise from an Apple Valley Target store while in possession of illegal drugs and a stun gun he is prohibited from carrying.

According to a criminal complaint filed in Dakota County District Court, Mohamed Abdullahi Osman of Minneapolis has been charged with four offenses stemming from an incident on February 25, 2026, in Apple Valley.

Charges Filed

Osman is charged with:

  • Felony – Unlawful Possession of a Tear Gas Compound or Electronic Incapacitation Device by a Felon (Minn. Stat. § 624.731.3(b))
    Maximum penalty: Up to 5 years in prison and/or a $10,000 fine.

  • Felony – 5th Degree Controlled Substance Crime (Possession) (Minn. Stat. § 152.025.2(a)(1))
    Maximum penalty: Up to 5 years in prison and/or a $10,000 fine.

  • Gross Misdemeanor – 5th Degree Controlled Substance Crime (Possession)
    Maximum penalty: Up to 1 year in jail and/or a $3,000 fine.

  • Misdemeanor – Theft ($500 or Less)
    Maximum penalty: Up to 90 days in jail and/or a $1,000 fine.

Theft Report at Apple Valley Target

According to the Statement of Probable Cause, officers were dispatched on February 25th to the Target store off Cedar Avenue in Apple Valley on a report of a theft in progress. A loss prevention employee told officers that the suspect had refused to accompany her to the store’s office after she attempted to apprehend him. The suspect was reportedly walking through the parking lot when officers arrived.

Officers located and detained the man, later identified as Osman.

Store surveillance video allegedly shows Osman selecting merchandise valued at $349.97, cutting off anti-theft security devices, concealing the items in a backpack he allegedly stole, and exiting the store without paying.

Drugs and a Stun Gun Discovered

During a search incident to arrest, officers reported finding:

  • Two small baggies containing a crystal-like substance

  • A folding knife

  • A stun gun

Subsequent testing revealed:

  • One bag tested positive for methamphetamine and weighed approximately 0.78 grams.

  • The second bag tested positive for fentanyl and weighed approximately 0.20 grams.

Because Osman allegedly possessed both substances, he was charged with separate counts reflecting the amount and classification of the drugs under Minnesota law.

In addition, prosecutors allege Osman was in unlawful possession of a stun gun. Under Minnesota statute, individuals prohibited from possessing a pistol, including certain convicted felons, are also prohibited from possessing electronic incapacitation devices such as stun guns.

The complaint states that Osman has prior convictions for fourth-degree assault and simple robbery, which make him ineligible to possess a stun gun.

Court Proceedings and Bail

If convicted of the most serious charges, Osman faces up to five years in prison on each felony count. As with all criminal cases, the charges are allegations, and Osman is presumed innocent unless and until proven guilty in court. The court set his bail at $5,000 without conditions or $0 with conditions, including being banned from Target in Apple Valley.
