Level 3 Predatory Offender Relocates to Burnsville; Police Issue Community Notification
Published: May 6, 2026
BURNSVILLE, MINNESOTA - The Burnsville Police Department has issued a community notification regarding the recent relocation of a Level 3 predatory offender to the city, in accordance with Minnesota law requiring public notification for individuals assessed as the highest risk of reoffending.
According to a fact sheet released by the department, Jacob David Szok, 33, has moved to an address in the 2700 block of County Road 42 West in Burnsville. His address change was recorded on April 23, 2026.
Offender Details and Risk Level
Szok has been classified as a Level 3 offender, which indicates a high risk of reoffending. Under Minnesota’s community notification statutes, law enforcement agencies are required to proactively share information about Level 3 offenders with the public to promote awareness and safety.
Authorities say Szok has a documented history of engaging in sexual contact with known teenage victims. According to the notification, the offenses involved sexual contact and penetration, and included the use of kindness to establish a relationship of trust before exploiting that connection.
Szok was released from custody on October 23, 2023, and has completed his sentence. Officials note that he is no longer under active supervision.
Purpose of Community Notification
The Burnsville Police Department emphasized that the purpose of the notification is public safety awareness, not to create fear or encourage harassment.
“This notification is intended to inform the public of a situation that could affect safety,” the department stated. “A well-informed community is a safer community.”
Officials also stressed that harassment or attempts to intimidate registered offenders are illegal and could result in criminal charges. The notification does not grant the public authority to take action against the individual.
What Residents Should Know
Police are not authorized to disclose specific details about where Szok works or spends time beyond his residential information. However, they encourage residents to remain aware of their surroundings and take general safety precautions.
Anyone who observes suspicious or criminal activity involving Szok or any other individual is urged to contact the Burnsville Police Department at 952-895-4600 or call 911 in an emergency.
Background on Community Notification Laws
Minnesota law requires offenders to be assigned a risk level prior to release. Level 3 offenders are considered the most likely to reoffend and are subject to broad public notification, including community meetings and distribution of informational bulletins such as this one.
The Burnsville Police Department stated that this notification is part of an ongoing effort to maintain transparency and protect residents through awareness and education.
