Man Facing Felony Mail Theft Charges After Alleged Package Theft at Apartment Complex

BURNSVILLE, MINNESOTA - A Burnsville man is facing multiple felony charges after authorities say he was caught stealing packages and mail from an apartment building earlier this week.
According to a criminal complaint filed in Dakota County District Court, Zakaria Mohamed Omar, 31, has been charged with two counts of felony mail theft, including taking mail addressed to another person and removing mail left for collection.
Incident Details
Police say the incident occurred on April 20, 2026, at approximately 1:26 p.m., when officers with the Burnsville Police Department were dispatched to an apartment complex along Highway 13 for a report of an ongoing theft. A witness reported seeing a man in the building’s front vestibule taking packages delivered for residents. When confronted, the suspect fled on foot.
Officers later located and apprehended the individual, identified as Omar, nearby.
According to the complaint, officers recovered several items tied to the alleged theft, including a package addressed to another resident, which had already been opened, a hair trimmer, found on Omar’s person, believed to be from the stolen package, a piece of U.S. Bank mail addressed to another individual, and two passports that did not belong to the defendant.
The hair trimmer was returned to its rightful owner, while the packaging and other items were retained as evidence.
Omar was transported to the Dakota County Jail without further incident.
Charges and Bail Conditions
Omar now faces:
Count 1: Mail Theft (Addressed to Another) – Felony
Count 2: Mail Theft (Left for Collection) – Felony
Each charge carries a maximum penalty of up to three years in prison and/or fines ranging from $1,500 to $5,000.
Prosecutors are requesting bail be set at $5,000 without conditions, or $3,000 with conditions.
Prior Pending Case
Prosecutors noted that Omar already had a pending felony case in Dakota County at the time of the alleged offense. That case includes charges of:
Fifth-degree controlled substance possession (fentanyl)
Misdemeanor fleeing on foot
This incident occurred in July 2025. Authorities allege Omar fled from an officer in Eagan before being apprehended, with fentanyl later recovered from his possession. The State argued that the new allegations raise concerns about continued criminal activity while a prior felony case remains unresolved, as well as public safety concerns tied to entering a residential building where he did not live.
All charges are allegations, and the defendant is presumed innocent unless and until proven guilty in a court of law.
