Burnsville Man Charged in Two Separate Sexual Assault Cases Involving Minors; Police Seek Public’s Help Identifying Possible Additional Victims

BURNSVILLE, MINNESOTA—The Burnsville Police Department is asking for the public’s help in an expanding investigation into Teodros Raymond Pluntz, 19, who has been criminally charged in two separate cases involving the sexual abuse of minors, coercion, and the production and distribution of child sexual abuse material (CSAM). Detectives believe there may be additional victims and are urging anyone who may have interacted with Pluntz, especially through social media, to come forward.

First Assault: September 2025 Incident in Burnsville

According to a criminal complaint filed by the Dakota County Attorney’s Office, Pluntz is accused of violently sexually assaulting a 16-year-old girl on September 13, 2025, at his residence on Sibley Court in Burnsville. The victim told police she met Pluntz through a social media app and was picked up from her home in Shakopee around midnight. Surveillance footage confirmed her departure and showed the pair at a Cub Foods shortly before the assault.

The victim reported consuming alcohol at Pluntz’s home and experiencing symptoms of extreme intoxication and disorientation. She described being forcibly restrained, choked, and sexually assaulted while blacked out. A Sexual Assault Nurse Exam (SANE) later documented bruising, a neck injury, and a tear to the labia minora.

Investigators recovered video evidence from Pluntz’s phone showing the assault. In the footage, the victim appears intoxicated and distressed, and Pluntz is heard making degrading comments. The victim confirmed she had no memory of being filmed.

Pluntz was charged with:

  • Criminal Sexual Conduct in the First Degree (Force and Injury)

  • Use of a Minor in a Sexual Performance

  • Possession of Child Sexual Abuse Material

Second Case: Ongoing Abuse from August 2024 to June 2025

In a separate complaint, Pluntz faces two additional felony charges for sexually abusing a second victim over a span of nearly 11 months. The victim, who was reported to be 14 years old, first contacted 911 via text on June 26, 2025, reporting that Pluntz had filmed their sexual encounters and posted clips publicly on Twitter, falsely labeling her as a “college girl.”

She told investigators she met Pluntz in fall 2024 through the app Wizz, where she had listed her real age. The victim reported that she was unable to see anyone’s profile on the app who was over 17. Over the course of her ninth-grade year, she reported multiple instances of sexual intercourse, some of which she described as coerced. In one incident, she asked to be taken home, but Pluntz allegedly raped her despite repeated verbal resistance and physical attempts to escape.

The victim confirmed that Pluntz filmed 6–7 sexual encounters, and that her face was clearly visible in the videos. She texted 911 shortly after discovering the footage online. She did not learn that he was over 18 years old until after the fact.

Pluntz was charged with:

  • Criminal Sexual Conduct in the Third Degree (Victim Age 14–15, Actor More Than 24 Months Older)

  • Criminal Sexual Conduct in the Third Degree (Coercion)

Police Call for Public Assistance

Burnsville Police Chief Tanya Schwartz and Detective Casey Buck are leading the investigation and believe Pluntz may have targeted other minors using social media platforms. They are urging anyone who had contact with him to come forward.

“We are asking anyone who may have interacted with Teodros Pluntz—especially through social media—to contact us,” said Chief Schwartz. “Your information could be critical to protecting others and ensuring justice.”
