Rosemount Man Charged After Violent Assault on Woman Walking Near Parkview Elementary in Rosemount

ROSEMOUNT, MINNESOTA—A 50-year-old Rosemount man has been charged with two felonies after allegedly attacking and terrorizing a woman who was out for a walk near Parkview Elementary School in Rosemount. While this was a Rosemount address, it’s in an area covered by the Lakeville Police Department.

According to the Dakota County Attorney’s Office, Steven Allen Rokosz, 49, of Rosemount, has been charged with Threats of Violence (Intent to Terrorize) and False Imprisonment (Intentional Restraint) following an October 4, 2025, assault that left a woman seriously injured. Prosecutors also indicated that a third-degree assault charge may be added as medical records are reviewed.

Incident Details

According to the criminal complaint, a woman told police she was walking northbound on Foliage Avenue near Parkview Elementary when an unknown man, later identified as Rokosz, approached her and began speaking about religion and Jesus. The man, who was drinking from a bottle labeled “99 Proof,” allegedly convinced the woman to continue walking with him toward his home because she was frightened by his demeanor.

Once they arrived at his property, Rokosz allegedly grabbed the woman’s arm and tried to pull her into his house. When she resisted and fell to the ground, he became enraged, violently shaking the backyard gate until it broke. The complaint states Rokosz slammed the victim to the ground four times and attempted to throw her over a chain-link fence while shouting disturbing statements, including:

  • “I want to take your eyes.”

  • “Jesus, please forgive me for what I’m about to do to her.”

  • “I’m going to kill you.”

  • “I can kill you whenever I want to.”

The victim managed to escape over the fence and run to safety. The assault reportedly lasted about 45 minutes.

Victim Injuries

The victim suffered extensive bruising to her thighs, hips, arms, and face, a hematoma and bleeding to the head, and was diagnosed with a closed head injury at the hospital. Three days later, she continued to experience symptoms severe enough to require additional medical care, including hallucinations.

History of Similar Incidents

Investigators noted a troubling pattern of similar reports involving Rokosz in the same area over several years:

  • 2017: Reports of Rokosz being intoxicated near Parkview Elementary, grabbing a woman by the arm, and later assaulting a family member at home while armed with a knife.

  • 2020: Complaints that Rokosz threatened several pedestrians and chased a woman walking her dog near the same park.

  • 2022: A juvenile reported being approached and threatened by Rokosz at Parkview Park.

  • 2024: A caller reported Rokosz charging at them and throwing a glass bottle while they walked past his property.

Arrest and Bail

On November 4, 2025, at approximately 5:00 a.m., the South Metro SWAT Team assisted Lakeville Police in executing a search warrant at Rokosz’s Rosemount residence in the 16000 block of Franchise Avenue West, where he was taken into custody without incident.

The Dakota County Attorney’s Office requested $100,000 bail without conditions or $40,000 bail with strict release terms, which the judge granted.

In a statement, prosecutors described Rokosz as posing a “significant safety risk to the general public” given his prior pattern of assaultive behavior and the escalating nature of this attack.

Ongoing Investigation

Authorities continue to review additional evidence and medical documentation, and further charges may be forthcoming.
