Three Charged in Alleged $963 Fragrance Theft at Burnsville Ulta Beauty; Fourth Suspect Identified

BURNSVILLE, MINNESOTA: Three people have been charged with felony theft in connection with an alleged coordinated theft of nearly $1,000 in fragrance products from an Ulta Beauty store in Burnsville, while court documents identify a fourth person whom investigators allege was involved in the incident.
Criminal complaints filed Friday, August 21, in Dakota County District Court charge Devoniare Soloved Martin, 26; Elias Arkeem Harris, 19; and Devon Anthony Santrell Mapp, 21, each with one count of felony theft involving property valued at more than $500 but not more than $1,000 with a prior qualifying conviction.
The complaints also identify a 20-year-old male as the fourth person police say was involved. However, a criminal complaint for has not been released as of Monday, August 24, and the available court documents do not establish that this person has been formally charged in connection with the case. Since there have not been any formal charges announced for the fourth person, Limitless Media News has decided to not identify them as this time.
The allegations contained in the complaints have not been proven in court.
Four Entered Store Together
According to the statements of probable cause filed in the three cases, Burnsville Police responded on June 3, 2026, to a report of a theft at a store in Dakota County. The incident occurred at the Ulta Beauty in Burnsville. The store's manager told police that four male suspects entered the business together and stole several fragrance products before leaving the scene in a single vehicle, according to the complaints.
Investigators subsequently obtained surveillance video from the business. Police allege the people shown in the video were Martin, Harris, Mapp and the fourth suspect. Court documents do not provide additional details about how investigators identified the four individuals, what vehicle was allegedly used, how long the group was inside the store or whether police recovered any of the merchandise.
$963 in Fragrance Products Allegedly Stolen
Investigators determined that the total value of the stolen merchandise was $963, according to all three criminal complaints. The complaints further allege that Martin, Harris and Mapp each have at least one prior felony or gross misdemeanor theft conviction within the preceding five years. That prior history is significant to the specific felony theft charge prosecutors filed against each of the three defendants.
Each complaint alleges the defendant acted while "intentionally aiding, advising, or conspiring with another or others" in taking property without the owner's consent and with the intent to permanently deprive the owner of it.
Martin, Harris, and Mapp are each charged under Minnesota Statute 609.52.2(a)(1), with references to 609.52.3(3)(c) and the state's aiding-and-abetting statute, 609.05.1.
Three Face Felony Charges
Each of the three defendants currently charged faces one felony count of Theft (Over $500 up to $1,000) (Prior Conviction). The complaints list a maximum statutory sentence of up to five years in prison and/or a fine of between $3,000 and $10,000 for the charged offense.
The three cases are being prosecuted separately in Dakota County District Court. The complaints were approved by Dakota County prosecutor Alexander J. Goering and were issued by District Court Judge Adam Edward Johnson on August 21, 2026.
Rather than issuing arrest warrants as part of the complaints, the court issued summonses directing Martin, Harris and Mapp to appear in court to answer the charges. The court documents state that failure to appear in response to a summons can result in an arrest warrant being issued. No bail amount was listed yet.
All three defendents have their first appearance set for October 6, 2026 at 9 AM in Hastings, Minnesota.
